A leading heavy civil contractor is seeking an experienced

Proposals Manager

to lead the development of winning proposals across public-sector and infrastructure projects. This is a key, hands-on role for someone who understands construction, thrives in a fast-paced environment, and can manage the full lifecycle of proposals from strategy through submission. About the Role As Proposals Manager, you will be responsible for planning, coordinating, and delivering high-quality proposal responses for RFQs, RFPs, and SOQs on public-sector infrastructure projects. You will work closely with estimating, operations, business development, and executive leadership to ensure each submission is compelling, compliant, and aligned with the company’s brand and growth strategy. Key Responsibilities Manage the end-to-end proposal process for public-sector and heavy civil pursuits Develop proposal schedules, compliance matrices, and win themes Coordinate input from estimating, project management, engineering, and leadership Write, edit, and produce clear, persuasive technical and non-technical content Oversee resumes, project sheets, and proposal graphics/materials Ensure all submissions meet client requirements and deadlines Maintain proposal libraries, templates, and marketing collateral Support interview preparation and pursuit strategies when required Requirements 5+ years’ experience in a proposals, marketing, or pursuit role within construction Strong preference for experience with

public-sector / infrastructure projects Solid understanding of heavy civil construction and delivery methods Excellent writing, editing, and organizational skills Comfortable managing multiple pursuits simultaneously Proficient with Microsoft Office (InDesign or similar design tools a plus) Detail-oriented, proactive, and deadline-driven 100% employer-paid healthcare
