, the Executive Director will lead the launch of anew PHP/IOP program from the ground up. This position is responsible foroperational execution across facility readiness, licensure, staffing, referraldevelopment, and early-stage program stabilization. As the senior on-site leader, the ExecutiveDirector will coordinate closely with outsourced HR, compliance, and ITpartners while maintaining full accountability for operational performance.This role is ideal for a hands-on healthcare operator who thrives in start-upenvironments, brings structure to ambiguity, and can successfully move aprogram from empty building to licensed, staffed, open, and admitting. Thisposition does not require clinical licensure and includes no direct clinicalresponsibilities. What YouWill Do at Wisconsin Behavioral Health Lead operational readiness for a newPHP/IOP program, including facility setup, workflow development, staffingramp-up, and launch sequencing. Serve as the on-site operationallead during state licensure and payer credentialing processes. Hire, onboard, and managenon-clinical and program staff aligned with licensure timelines and censusprojections. Develop and execute referralrelationship strategies and community outreach prior to opening and throughoutearly operations. Own census management, staffingefficiency, scheduling optimization, and operational KPIs post-launch. Partner with outsourced HR,compliance, and IT teams while retaining accountability for execution and issueresolution. Maintain financial discipline duringstart-up, ensuring budget adherence and resource optimization. 5+ years of leadershipexperience
in behavioral health or healthcare operations with directprogram oversight. Proven success launching, scaling,or stabilizing healthcare programs strongly preferred (PHP, IOP, outpatientbehavioral health, or similarly regulated services). Demonstrated ability to build teamsand operate effectively without pre-existing infrastructure. Strong understanding of behavioralhealth workflows, staffing models, census-driven economics, and payerexpectations. Experience collaborating withoutsourced operational partners while maintaining accountability. Exceptional organizational,leadership, and decision-making skills.
