I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

The Information Technology Division of Lehman College is responsible for technology delivery, leadership and innovation to achieve Lehman's strategic vision of transforming lives and communities.

Under the executive direction of the Assistant Vice President of the Information Technology Division, and exercising independent initiative and judgment, the Director of Enterprise Application Services assumes responsibilities for the oversight and management the Web
Application Services and Application Development teams. Key responsibilities include but are not limited to:
- Leadership and Team Management: Lead, build, evaluate, and train staff in the Enterprise Application Services team; manage a customer-focused team and define performance goals and evaluations; serves as one of the IT Division leads for experiential learning, designing and overseeing student engagement opportunities (e.g., internships, training, project-based placements) that provide Lehman students with meaningful, hands‑on experience and prepare them for real-world professional expectations.
- Strategic Planning and Collaboration: Collaborate with stakeholders to establish business process requirements, analyze potential new services, prioritize projects, and update systems/tools, ensuring alignment with college strategic goals.
- Project Management and Delivery: Oversee development projects from inception through implementation, ensuring timely and effective completion while managing cost, delivery, issue resolution, risk mitigation, and status communications.
- Web Services and Content Management: Provide leadership in planning, developing, and maintaining the college’s website and related applications, including overseeing the implementation, training, and ongoing maintenance of the Web Content Management System (WCMS). Collaborate closely with the Office of Communications and Marketing to develop strategic and tactical plans that ensure content accuracy, branding consistency, and a user‑centered web experience.
- Business Intelligence, Analytics, and AI Strategy: Lead the development of business intelligence and analytics strategies to support institutional reporting and business analysis, enhance data‑informed decision making, and advance the responsible use of artificial intelligence and automation in alignment with College Cuny, and regulatory guidelines.
- Application and Data Security: Ensure application and data security, supporting the Application Security Liaison function for the PeopleSoft ERP environment as it relates to campus users, and incorporating industry best practices.
- Vendor and Contract Management: Manage vendor relationships, including contract negotiation and compliance requirements, ensuring effective service delivery and adherence to agreements.
- Standards and Best Practices: Develop and implement procedures, standards, operational controls, and processes for monitoring and supporting technology operations, infrastructure, and applications, incorporating industry best practices.
- Accessibility, Compliance, and FERPA: Ensure the college’s website and applications adhere to Section 508 of the Rehabilitation Act, ADA regulations, FERPA, and other relevant accessibility standards, maintaining a user‑friendly environment for all users.
- Budget Management: Develop, track, and control the Enterprise Application Services unit's annual operating and capital budgets, creating business case justifications and cost/benefit analyses for IT spending and initiatives.
Essential Personnel:
Since this function/position has been designated as “essential”, the individual is expected to carry a department‑provided mobile device and answer critical calls or e-mails within a reasonable time frame, including after work hours. Additionally, when the College is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover, and continue operations at the College.

MINIMUM QUALIFICATIONS
Six (6) years of progressively responsible full‑time paid information systems technology experience, at least eighteen (18) months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
Education at an accredited college or university may be substituted for the general information systems technology experience at the rate of one (1) year of college for six (6) months of experience up to a maximum of four (4) years of college for two (2) years of experience. In addition, a master’s degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the eighteen (18) months of administrative or managerial experience described above.
Experience in an administrative capacity must include, but is not limited to, responsibilities such as: monitoring an IT budget; reviewing and approving IT procurement and invoice payments; reviewing and approving contracts with vendors; monitoring and approving IT projects; setting standards and best practices; risk evaluation (e.g., security, reputational, operational); organizational development; chairing or participating in IT Governance and Advisory committees; and/or overseeing vendor relationship management.
Experience in a managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices; defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of IT program; and/or forecasting.
The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of a word processing package; use of a hand‑held calculator; data entry; operation of data processing hardware or consoles.
OTHER QUALIFICATIONS
The ideal candidate will be an enthusiastic hands‑on leader with the ability to take initiative, use sound judgment to make decisions, resolve problems, and work effectively with all levels of internal and external constituents.
- Experience working in Higher Education or relevant environment
- 10+ years of relevant experience, including 5+ years in a leadership/management role
- Demonstrated strong technical experience designing, deploying, managing, and maintaining enterprise‑wide technologies and applications.
- Successful track record of IT leadership, team building, execution and delivery including experience leading IT application services groups in applying innovative IT solutions in support of the business
- Experience integrating Cloud/SaaS applications in a hybrid environment with Active Directory authentication and managed, automated, and secure data interchange
- Knowledge of ITSM, performing trend analysis, project management framework, and related regulations including FERPA and HIPAA
- Ability to plan, establish, manage, and evolve academic/administrative client systems and solutions in support of student and institutional success.
- Excellent management, organizational, customer service, and communication (written and oral) skills; interpersonal skills to interact with all levels of employees, vendors, and partners
- Demonstrated problem‑solver with the ability to cope under pressure and coordinate multiple activities in a dynamic, fast‑paced team environment
- Ability to prioritize staff responsibilities based on criticality or business impact
- Self‑driven, motivated senior IT leader with strong analytical and problem‑solving skills, and leadership/good executive presence
- Experience working with multiple units and/or organizations in highly collaborative projects
- Strong project management skills, with a track record of successful project implementations using the most appropriate methodology (e.g., traditional/waterfall, Agile/Scrum) based on project needs.
- Strong familiarity of Service Oriented Architecture, APIs, front‑end and back‑end technologies, Oracle/MS SQL RDBMS, PeopleSoft, Web Content Management Systems (WCMS), MS Power BI or similar tools, Academic and Student Success technologies.
COMPENSATION
Annual Salary: $145,000-$160,000
Salary commensurate with education and experience
