Under the general direction of the Administrator II for the Financial Performance Unit, the incumbent uses the highest level of professional and technical skills to perform the most complex and specialized assignments related to financial performance analysis including analyzing and interpreting hours, cost, revenue, and performance metrics. The incumbent works as a Subject Matter Expert (SME) for assigned divisions to assist with developing key performance measures based on Franchise Tax Board (FTB)’s products and services.
The incumbent will work with process owners, staff, and management throughout the department to gather, analyze, and project financial performance data. The incumbent represents the department on various enterprise projects and departmental teams as SME on financial oversight. The incumbent leads the efforts in the department to ensure that the hours, cost and performance information identified in the divisions and departmental areas are compatible and properly linked to FTB’s Reporting and Program Structure to provide an enterprise-wide perspective.

Ability to resolve customer issues effectively and efficiently and provide excellent customer service skills
Experience with working collaboratively with management and peers
Experience with using quantitative skills and analyze data to prepare reports, tables and charts that present results of analysis
Ability to define and develop appropriate performance indicators and metrics to produce meaningful reports
Ability to analyze information and make sound decisions, come up with alternative solutions when feasible, and recommendations to advise management and governance teams
Ability to be flexible in response to changing priorities, workloads, and quick turnaround deadlines
Ability to multitask, prioritize, and apply time management
Ability to establish and maintain positive working relationships
Ability to work independently with minimal guidance and in a team environment
Ability to exercise tact and good judgment, and maintain a high degree of confidentiality in performing tasks
Ability to develop and present ideas and business and financial information clearly and effectively to a small or large audience with little guidance

Strong organizational skills, ability to multi-task, detail-oriented, accuracy, and adapt to changing priorities
Experience working on projects and/or enterprise teams and facilitating team meetings
Experience serving in a lead or subject matter expert role that requires coordinating with multiple departments or divisions to support financial, operational or program initiatives
Experience developing procedures, training materials, and presenting information
Experience with Adobe Acrobat, Tableau, and Microsoft Office (Excel, Word, PowerPoint, Project, Visio, and SharePoint)
Strong experience with excel pivot tables, queries, complex formulas and functions
Knowledge of Franchise Tax Board’s governance process, organization, budgeted programs, and operations
Knowledge of activity based management, activity based costing, and work activity tracking
Knowledge of the interrelationships between Franchise Tax Board Divisions and their business processes and program activities
