
Position Summary
The Director is responsible for oversight of forensic services operations in the ECU Regional Forensic Pathology Center, directing the provision of coordinated, efficient and effective analytical, investigative, and administrative services. The scope of work includes direct oversight of contracted forensic services; ensuring the efficient operation of the physical facility; managing the operating budget and expenditures; engaging in outward facing communications with community stakeholders, the Office of the Chief Medical Examiner, and other state government partners; and supporting cooperative relationships with law enforcement agencies, the legal‑judicial system, and the general public.
Responsibilities
Directs, through subordinate supervisors, forensic operations services of the ECU Regional Forensic Pathology Center, including death investigation, the transport, handling and disposition of bodies, safekeeping and release of personal effects of victims to next‑of‑kin, security of forensic facilities, maintenance of death investigation/autopsy case files and other records, medical dictation and transcription. Directs the maintenance and disposal of specimens and all related materials and substances; ensures staff compliance with effects and evidence procedures; oversees policies and procedures concerning identification of decedents, notification of next‑of‑kin, body pick‑up and release, serving subpoenas, photography, effects and evidence. Directs the provision of specialized, contracted forensic services such as forensic anthropology, forensic neuropathology, and odontology. Leads the center's participation on a mass disaster response team to identify victims, notify victim's families and to collect and maintain evidence relating to identity and cause and manner of death. Coordinates the provision of non‑forensic autopsy services to decedents from ECU Health Medical Center and/or other regional acute care hospitals, including support of decedent family experience through decedent care partners. Supports the provision of educational experiences to Fellows in Forensic Pathology, to medical students from the ECU Brody School of Medicine and/or visiting students from other educational institutions, and to approved learners and visitors from the law enforcement profession and other extramural groups. Evaluates work for quality and productivity; develops and implements initiatives to improve and to modify existing processes; gathers data on specific aspects of operations and performs analyses to evaluate program effectiveness; directs the development and implementation of safety standards and best practice operating procedures in collaboration with medical subject matter experts; maintains awareness of new techniques in the field; determines appropriate solutions for operational and administrative problems in such areas as personal effects, evidence collection and storage, prepares recommendations for revision of procedures concerning delivery of services and seeks strategies to enhance interdepartmental and interagency cooperation. Directs, through direct report or through contracted third‑party partners, a variety of administrative, clerical and custodial duties, including the security and maintenance of the forensic building and property; manages security issues, insurance and liabilities of the ECU Regional Forensic Pathology Center and the operation of the Pitt County Medical Examiner. Directs the preparation of the center's budget; anticipates operational and physical facility needs; sets priorities and deadlines; identifies sources of grants, revenue and operating costs; manages procurement activities for the center; directs, through subordinate supervisors, the control and maintenance of adequate inventory levels; directs the selection of equipment and supplies for autopsy and other investigative procedures. Cooperates with state and federal entities, whenever requested, in the collection and monitoring of epidemiologic data regarding health and safety response in areas such as heat‑related deaths, infectious and communicable diseases, Sudden Infant Death Syndrome and co‑sleeping deaths, consumer product deaths, child abuse and neglect, elder abuse and neglect, maternal/perinatal morbidity and other data.
Minimum Requirements
- Bachelor’s Degree from an accredited college or university. Preferred major coursework in Criminal Justice, Biology, Microbiology, Chemistry, Health Sciences, Forensic Medicine, public health administration or related fields.
- Experience with investigations of sudden or unusual deaths, and/or postmortem examination of bodies, or providing public health administrative services, or service within the criminal justice profession, including at least two years at a supervisory level.

- $112,070.40 - $163,351.76 (Annual Salary Range)
