Summary
As a HR Specialist (Employee Relations) at the GS-0201-14, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for Government-wide policy and serve as a technical expert in all areas of Federal employee relations.
Duties
Conducts research and coordinates with senior OPM and other agency officials to produce position papers, memoranda, talking points, congressional testimony, Government-wide regulations, formal legislative proposals, or other related written products.
Develops and manages relationships with cross-agency counterparts and stakeholders to deliver outcomes of strategic initiatives.
Provides guidance to OPM policy offices on the employee relations and appellate systems implications of proposed changes (both legislative and regulatory) in all areas of human resources management policy.
Provides expert advice and authoritative technical interpretations to Federal agencies, employee organizations, and third party adjudicators on employee relations law and associated case law.
Assesses the effectiveness of current Government-wide employee relations and appellate systems policies based on a continuous monitoring.
Requirements Must be a U.S. Citizen or National. Males born after 12-31-59 must be registered for Selective Service. Suitable for Federal employment, determined by a background investigation. May be required to successfully complete a probationary period. Candidates will not be hired based on their race, sex, color, religion, or national origin. Complete the initial online assessment and USAHire Assessment, if required. This position is not eligible for inclusion in a bargaining unit.
Qualifications For the GS 14: You must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which included all of the following:
Providing employee relations guidance and services to managers, supervisors, and/or employees by interpreting laws, regulations, and policies to resolve conduct, performance, grievance, and workplace relations issues;
Handling complex employee relations cases by conducting fact-finding research, analyzing and applying case law;
Recommending innovative solutions to make program or policy improvements across an organization and/or agency;
Drafting and/or modifying processes, procedures or statutory and regulatory proposals.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Management may request a writing sample demonstrating the applicant's technical knowledge of contemporary employee relations issues, not to exceed five (5) pages (double‑spaced sentences, 1" margins, 12 point font) at the time of interview.
