$95,000 - $105,000 annually Position Description: The Vice President of Programs & Impact is a key member of Keystone’s Senior Leadership team and is responsible for providing strategic oversight and execution of the organization’s programs including the Basic Needs department, Youth and Senior Services Programs, and Case Management. This position will lead the design, implementation, and scaling of programming ensuring the delivery of meaningful and measurable impact which aligns with Keystone’s mission; while embedding data-driven learning, performance measurement, and accountability. This position will also partner with other members of Keystone Senior Leadership in organizational strategy, community needs, and outcomes, ensuring equitable service delivery, financial sustainability, and compliance. Essential Functions: 30% Executive Leadership & Community Engagement

Provide executive-level leadership to envision, set strategy, and oversee a comprehensive, integrated portfolio of Keystone programming. Partner with the President/CEO and Keystone Program Directors to translate organizational strategy into program priorities, performance goals, and implementation plans. Ensure Keystone programming is aligned with the agency’s mission, vision, values, and long-term strategic objectives. Establish agency-wide frameworks for community engagement, ensuring community voice informs program design, implementation, and evaluation. Partner with the Vice President of Advancement and communications staff to shape program narratives, impact stories, and data-informed messaging for media articles, interviews, and public-facing communications. Foster a collaborative, high-performing leadership culture aligned with organizational values. 20% Organizational Performance, Evaluation & Sustainability

Establish organization wide expectations and systems for program evaluation, performance measurement, and continuous quality improvement through program data helping identify trends, risks, and strategic opportunities. In partnership with the Keystone Senior Leadership team and Program Directors, set direction for foundation, contract, and public funding strategies that support current and future programming. Collaborate with Keystone Senior Leadership team to shape compelling and organization-wide narratives that articulate program strategy, outcomes, and impact. Provide strategic oversight of annual program budgets, ensuring alignment with organizational financial goals and long-term sustainability. Assist with monitoring financial performance across programs, holding Program Directors accountable for responsible resource use and budget adherence. 15% Case Management Leadership & Oversight

Provide executive leadership for the organization’s case management program, with a strong focus on regulatory compliance, service documentation, billable units, spend downs and financial performance. Ensure case management services meet all county, state, and funder requirements, including eligibility, service definitions, documentation standards, audits, and reimbursement rules. Oversee in-house billing systems and processes that support accurate, timely, and compliant billing particularly for county-funded and reimbursable programs, while working closely with the Vice President of Finance and program leadership to maximize appropriate revenue. Leverage social work training to strengthen program integrity, ethical practice, and staff development, while maintaining a primary focus on program sustainability and impact. 10% Youth Service Program Leadership & Oversight

Identify the needs of Keystone Youth Service Programs (Community Kids, Teen Tutor, Youth Employment, Teen Tech Center) and make timely and decisive executive decisions to ensure program effectiveness, compliance, fiscal responsibility, and mission impact. Provide executive oversight of the youth social enterprise (Express Bike Shop), ensuring appropriate internal controls, inventory management systems, youth experience outcomes and strategies for potential revenue growth aligned with the mission. Partner with the Youth Services Director to ensure staffing models support program goals, quality service delivery, and fiscal responsibility. 10% Basic Needs Program Leadership & Oversight

Identify the needs of Keystone’s Basic Needs Programs (Community Food Center, Foodmobiles, Food Rescue, Resource Navigation) and make timely and decisive executive decisions to ensure program effectiveness, compliance, fiscal responsibility, and mission impact. Partner with the Basic Needs Program Director to ensure staffing models support program goals, quality service delivery, and fiscal responsibility. Collaborate with the Volunteer Team by creating an inclusive environment ensuring a positive volunteer experience. 10% Senior Services Program Leadership & Oversight

Establish organization-wide expectations and systems for Senior Services programs (Seniors Linkages, Meals on Wheels, Active Seniors, and other programs) including evaluations, performance measurement, and continuous quality improvement. Partner with Senior Services Director to ensure staffing models support program goals, quality service delivery, and fiscal responsibility. Collaborate with the Volunteer Team by creating an inclusive environment ensuring a positive volunteer experience. 5% Other Duties & Responsibilities

Perform other duties as assigned by the President/CEO to support organizational strategy, organizational effectiveness, and mission impact. Minimum Qualifications: Masters of Social Work (MSW). 7 years of experience in a senior leadership role in a nonprofit, healthcare, or human services settings. Experience overseeing a multi-program human/social services organization with responsibility for strategic planning, operations, staffing, compliance, and performance. Case Management program oversight experience including compliance, documentation, billable revenue oversight, while delivering impactful results for program participants and organization. Proven ability to manage complex program portfolios, aligning multiple services, funding streams, and regulatory requirements. Strong strategic, financial, and analytical skills, with the ability to translate data into actionable insights. Excellent communication and relationship-building skills with funders, government agencies, and community partners. Qualification Preferences Licensed Independent Social Worker (LISW) licensure preferred Fluency in another language such as Spanish, Hmong, Karen, or Somali. Prior experience working with a Board of Directors providing strategic planning ensuring the health of an organization. Physical/Mental Requirements Physical working conditions include frequent computer work and telephone calls as typical in an office setting. Occasional travel for meetings, events, and programming site visits is required.
