The Water Replenishment District of Southern California (WRD) is seeking a detail-driven Human Resources Specialist with advanced NEOGOV (HRIS/ATS) proficiency to support recruitment, benefits, training coordination, and HR compliance.
This role is ideal for someone who values precision, confidentiality, and service-and wants their work to directly support a mission-critical public agency.

Distinguishing Characteristics
Under general supervision, performs a variety of responsible administrative, technical, and analytical duties in support of District human resources programs, including recruitment and selection, benefits administration, training coordination, policy compliance, employee communications, and related functions. Incumbents exercise independent judgment and regularly handle highly confidential information.
Essential Duties and Responsibilities Recruitment & Selection • Review applications, coordinate exams and interviews • Maintain recruitment workflows and applicant communications in NEOGOV • Coordinate background checks, offers, onboarding, and orientations • Support inclusive outreach and recruitment strategies
HRIS & Records Management
• Maintain employee and recruitment data in NEOGOV • Maintain confidential personnel, medical, and benefits records • Prepare HR reports and tracking logs
Benefits & Employee Services
• Process benefits enrollments and changes • Assist with open enrollment • Reconcile benefit billings and invoices • Respond to employee inquiries and verification requests
Training, Communications & Engagement
• Coordinate HR training and professional development • Support employee communications and engagement initiatives • Administer service awards and team-building activities
Policy & Compliance
• Assist with HR policy and procedure development • Interpret HR laws, policies, MOUs, and agreements • Attend meetings, trainings, and workshops as required
Qualifications • Bachelor's degree in Human Resources, Business or Public Administration, or related field • Three (3) years of human resources experience (public sector preferred) • Advanced NEOGOV HRIS proficiency is desirable • Strong written and verbal communication skills • Ability to maintain confidentiality and exercise sound judgment Application and Selection Process:

Any unused hours of sick leave will be forfeited as of December 31st. A new accrual of 40 hours will be provided at the start of the calendar year. Upon completion of the internship assignment, unused sick leave will be lost. 01
