Duties Description The incumbent of this position will serve as an Administrative Specialist 1 in support of the Deputy Commissioner and Deputy Director for the Office of Health Care Delivery (OHCD) at the NYS Department of Health. This position entails working with confidential, sensitive information while coordinating and organizing workflow of the executive OHCD office. The Department of Health is one of the most complex State agencies in terms of diversity of functions and scope of work, relationships with non-governmental entities, funding sources, and contractual agreements. The position will support coordination of information across the OHCD division, including responsibility for managing numerous projects and activities. The Administrative Specialist 1 will provide executive‑level administrative support and work with other administrative staff to provide overall support for the office. In support of these two senior team members, the incumbent will coordinate activities and projects, prepare reports and presentations, and respond to requests for information by collecting and organizing information from all agency programs.

Specific Tasks Include But Are Not Limited To

Provide accurate information in response to inquiries from within the Department, including clarification of policies and procedures, and assistance or advice, when appropriate.

Managing incoming and outgoing correspondence for the bureau director and deputy director; ensuring timely and appropriate responses to correspondence; coordinating the preparation of reports, presentations, and other materials for the bureau director and deputy director.

Working with OHCD Executive Staff and unit managers to develop, revise, and implement procedures and unit policies.

Performing research for OHCD Executive Staff.

Performing SharePoint, web, BML, physical, and online records maintenance using Microsoft Office and PowerPoint.

Drafting, editing, and compiling written correspondence and Excel spreadsheets; acting as liaison with internal and external organizations and stakeholders, as well as staff inside and outside DOH.

Coordinating reporting requirements across all divisions within OHCD.

Managing personnel activities for OHCD Executive Staff.

Coordinating internal and external conferences and meetings for DOH staff and outside participants.

Maintaining tracking systems for correspondence within OHCD; conducting special studies and preparing recommendations.

Answering questions from program managers and staff about DOH policies and practices.

As requested, perform other professional administrative duties to support the office.

Qualifications Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one or more years of permanent or contingent permanent competitive service and eligible for transfer via Section 70.1 or 52.6 of the Civil Service Law.

Open-Competitive Via NY HELPS Administrative Specialist Trainee 1: Four years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.

Administrative Specialist Trainee 2: Five years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.

Administrative Specialist 1: Six years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.

Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Additional Comments This position is part of the NYS HELPS program. No examination is required.
