
Overview
The City of Norfolk Human Resources Team is seeking an Employee Relations Analyst. The role provides a broad range of professional employee relations activities including employee consulting, training, conflict resolution, complaint investigation, policy interpretation and related summary reports and recommendations. It interacts with all levels of leadership regarding legal compliance, discipline, grievances, terminations, and negotiated separations. The Analyst works with considerable independent discretion and partners with departmental HR Business Partners to ensure service delivery aligns with the City’s Guiding Principles.
Essential Functions
Provides guidance to employees to resolve workplace issues; acts as liaison between employees and supervisors to resolve conflict.
Provides policy clarification/guidance to employees, supervisors and management.
Works with managers to deliver an effective and consistent employee experience in matters relating to performance management, misconduct, and separations.
Develops and/or leverages processes and tools to support service delivery, identify training opportunities, and identify or recommend process improvements for efficiency of Employee Relations within assigned departments.
Ensures policies and practices comply with applicable Federal, State, and local employment laws and policies including EEO, FMLA, Workers’ Compensation, ADA, and FLSA; develops and maintains relationships with City staff and HR personnel.
Advises supervisors on performance management; orients new supervisors to the City’s performance management process.
Delivers training on HR Compliance and Employee Relations topics; develops training content for workshops and/or online training.
Serves as lead investigator for workforce issues including harassment, discrimination, and misconduct.
Tracks and analyzes Employee Relations data; identifies workforce trends and makes recommendations to address issues based on findings.
Supports cooperation and collaboration across departments, City officials, other jurisdictions, the business community, and the public.
Manages time effectively, prioritizes and completes multiple assignments; safeguards confidential information and uses it only as authorized.
Adapts to day-to-day changes and re-prioritizes as needed.
Demonstrates integrity, dependability and respect at all times.
Utilizes high level conflict resolution skills with staff, supervisors, and department directors.
Education/Experience Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.
Knowledge, Skills & Abilities
Ability to maintain impartiality and objectivity in all Employee Relations matters.
Excellent verbal and written communication skills.
Excellent interpersonal skills.
Knowledge of Federal, State and Local regulations, including Title VII, Equal Pay Act, FLSA, ADA, FMLA, EEOC.
Proficient with Microsoft Office Suite.
Desired Qualifications
Experience with Oracle-based HRIS systems and DocuSign is a plus.
Local government experience is a plus.
SHRM-SCP or SHRM-CP or other relevant certification preferred.
