Business Development and Proposal Management Specialist Fairfax, VA (On-site)
Salary Range: $70K-$90K
This position supports federal business development and proposal efforts by developing compliant, compelling, and well-structured responses to government solicitations. Proven strong analytical, writing, and organizational skills to synthesize complex information. The role requires a strong understanding of the federal acquisition process, FAR compliance, and Section L/M requirements, along with the ability to synthesize complex information into clear, persuasive narratives under tight deadlines. The ideal candidate is a highly organized, detail-oriented communicator with experience in federal proposals, market intelligence tools, and collaborative, high-tempo environments.
Your future duties and responsibilities Federal Acquisition and Compliance
Demonstrated understanding of the federal acquisition process, FAR, and proposal compliance (including interpreting and implementing Section L/M requirements).
Tools and Technical Skills
Proficiency with Microsoft Office (Word, PowerPoint, Excel, Teams) and Adobe Acrobat.
Proficiency in Excel functions, formulas, and data visualization.
Proficiency using federal research and procurement platforms (e.g., GovWin, SAM.gov, GSA eBuy, PIEE, OASIS+).

Ability to critically think, write and articulate in a coherent and logical manner.
Strong written/verbal communication skills; comfortable briefing senior leadership.
Strong writing, editing, and storytelling ability.
Ability to consolidate massive amounts of disparate information.

Required qualifications to be successful in this role:
Education
Bachelor's degree or higher in a relevant discipline (e.g., Business, English, Marketing, Analytics, IT/Technical field).
Experience
5-7 years of experience in federal government contracting, including federal BD and proposal management/writing.
Security / Screening
U.S. Citizenship required.
Ability to pass background and drug screening.
Highly Desired / Preferred Qualifications and Experience Certifications
APMP (Foundation or higher) and/or other relevant proposal/BD certifications.
Compliance / Cyber Framework Familiarity
Knowledge of federal procurement cycles, contract vehicles (GSA, IDIQs), and DoD acquisition processes.
Proposal Production and Design Capabilities
Knowledge of graphic design principles and advanced use of Adobe Acrobat Professional.
Experience with graphic design tools (e.g., Adobe Creative Suite / Photoshop).
High-Tempo Delivery
Experience managing multiple concurrent proposals under tight deadlines; ability to execute high-priority submissions with accuracy.
BD Analytics / Market Intelligence Depth
Experience with federal contract analysis, monitoring, and tracking.
Deep experience with GovWin (or similar market intelligence tools) for market research and opportunity tracking.
Advanced Excel/business intelligence capability (e.g., dashboards, pivot tables, Power Automate).
