Responsible for the overall success in completing the DFW Airside Program. Plans, directs and coordinates activities within the Program to ensure that goals and/or objectives are accomplished within the prescribed timeframe and funding parameters. Program Controls is the application of Project Controls in a Program Management context.

ESSENTIAL DUTIES AND RESPONSIBILITIES Include the following. Other duties may be assigned.

Manages and coordinates Program Controls for projects that are large to very large in size, are of high strategic value and/or have the highest level of execution complexity.

Provides senior-level oversight for Program Controls activities, ensuring alignment with the strategic objectives set by senior leadership.

Leads the coordination efforts across multiple projects within the program, ensuring seamless integration and alignment with overarching program objectives.

Spearheads initiatives to streamline processes and enhance collaboration between project teams.

Proactively identifies and addresses interdependencies between projects, employing advanced risk management strategies to mitigate potential issues.

Leads conflict resolution efforts, utilizing a senior-level perspective to ensure optimal program performance.

Supports the implementation of advanced resource allocation strategies, optimizing efficiency and productivity across the program.

Facilitates and implements innovative strategies to surpass program goals and contribute to organizational success.

Provides expert guidance and oversight to project controls teams, ensuring the effective management of individual project elements.

Facilitates clear and concise communication between project teams, stakeholders, and senior leadership, providing insightful and actionable updates.

Responsible for the overall day-to-day operations of the cost and schedule management functions.

Participates with other team members in formulating long-term goals, objective, strategies and policies.

Reviews analyses of activities, costs, schedule, operations, and forecast data to assess performance of the element and progress toward achievement of strategic goals and objectives.

Manages scope, schedule and budget as approved by the Contract for Projects in the Program and Program personnel resources to accomplish the task.

Meets financial objectives on time and in budget.

Responsible for meeting diversity objectives as defined by the Program.

Confers and reports to the Client and Executive Management members to review achievements and discuss required adjustments to improve performance.

Monitors all Program activities to ensure that contractual obligations are met, client satisfaction is assured, and that the element meets planned objectives.

Ensures that the Program operations are staffed with appropriately trained professionals, and that employees of the group are afforded the opportunities necessary to develop and enhance their skills and abilities.

Responsible for coordinating, construction, and design phases of the project.

Performs work in a safe manner and actively encourages others to do the same.

QUALIFICATIONS

Bachelor’s degree (B.A., B.S., or B. Arch.) in Engineering, Architecture, Civil Engineering, Building Construction or Business Management from a four-year college or university.

Fifteen years related experience and/or training/ or equivalent combination of education and experience.

Registrations as an Architect or Engineer and certifications by industry associations such as Construction Management Association of American (CMAA) or Project Management Institute (PMI) would bring added value and credibility to an individual in this position but are not required to fill this position.

Relevant program/project management experience of large projects in excess of $100M.

SKILLS AND COMPETENCIES

Ability to read, analyze, and interpret complex documents.

Ability to respond effectively to the most sensitive inquiries or complaints

Ability to write speeches and articles using original or innovative techniques or styles

Ability to make effective and persuasive presentations on controversial or complex topics to the client, top management and public groups.

Ability to work with mathematical concepts such as probability and statistical inference, and fundaments of plane and solid geometry and trigonometry.

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.

Ability to deal with nonverbal symbolism (formulas, Scientifics equations, graphs, etc.) in its most difficult phases.

Ability to deal with a variety of abstracts and concrete variables.

Familiarity with program management, construction management, development, and construction marketing concepts, procedures and terminology is required.

A strong background in composition of reports, proposals, technical correspondence and documentation is also required.

Ability to work effectively with colleagues and subordinates.

Good working knowledge of computers.

Advance knowledge of all Microsoft Suites specifically Word, Excel, PowerPoint and Outlook.

Working knowledge of Program and Construction Management Software and Primavera P6.

Advance knowledge of Project Management.
