Paid Leave is a new program that officially launched in Minnesota on January 1, 2026. The program provides partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.

The Instructional Designer develops and evaluates instructional content and learning experiences that prepare staff in the Paid Leave Division, in particular the Contact Center and Claims Adjudication teams, to deliver accurate, timely, and equitable services to Minnesotans. The instructional Designer applies adult learning principles, accessibility standards, and government service context to create training materials (job aids, eLearning, simulations, presentations, recorded videos, etc.) that supports operational readiness, policy compliance, and customer service excellence. The Instructional Designer creates engaging content that enhances knowledge, builds skills, and supports organizational performance.
Key Responsibilities
Design and develop instructional content:
Responsible for creating high-quality, engaging instructional content that equips Paid Leave staff with knowledge and skills needed to deliver accurate, timely, and equitable services.
Evaluate and improve training content:
Responsible for the continuous improvement cycle, evaluating the effectiveness of training content and identifying opportunities for enhancement by monitoring the use of training materials, gathering feedback from learners and stakeholders and analyzing data to improve clarity, accessibility and alignment with evolving operational needs.
This position will be based out of the St. Paul office.
This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Two (2) years experience analyzing, designing, developing, implementing and evaluating instructional content.
Applicants that meet the above minim qualification will be further evaluated on the following:
Experience designing and developing instructional materials for diverse learning formats, e.g., eLearning, Instructor‑Led Training (ILT), Virtual Instructor‑Led Training (vILT) and simulations.
Experience with Learning Management Systems (LMS) and eLearning authoring tools, e.g., Articulate, Adobe Captivate.
Experience collaborating with subject matter experts to translate complex information into learner‑friendly content.
Experience evaluating training effectiveness using data‑driven methods to improve learning experiences.
