Summary This position serves as a Purchasing Agent for the Logistics Service within the VA Health Care System at the Robley Rex VA Medical Center in Louisville, KY. The role is responsible for acquiring supplies, services, and construction through purchase, rental, or lease using delivery orders and/or small purchase procedures.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement—02/24/2026. Applicants must have one of the following qualifications:

At least one (1) full year of specialized experience equivalent to the GS-5 level in the Federal service, including experience in purchasing, procurement support, purchasing supplies and services, working with medical staff to determine procurement needs, resolving shipment/payment discrepancies, purchasing via a purchase card, and using supply/inventory management systems and Microsoft Office.

Relevant physical requirements: some effort such as standing, sitting, walking, or bending. Office setting with normal safety precautions.

Valid state driver’s license.

Competencies: Customer Service, Decision Making, Managing and Organizing Information, Managing Resources, Reasoning, Technical Competence.

Volunteer work (e.g., Peace Corps, AmeriCorps) counts as experience.

Duties

Utilize knowledge of policies and procedures for delivery orders and small purchases, commercial supply sources, and business practices related to sales, pricing, discounts, measurement units, deliveries, stocks, and shipments.

Maintain responsibility for purchasing a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs.

Purchasing Support:

Conduct purchases under the micro-purchase threshold.

Review and edit purchase requests.

Resolve issues to ensure accurate and timely processing of requests and bills.

Identify needs or problems and determine corrective action.

Use federal and agency acquisition regulations to identify possible sources and pertinent information.

Track obligations/commitments and monitor expenditures; support budget forecasts and identify potential fraud, waste, and abuse.

Procurement Support:

Procure supplies and services to meet the organization’s needs.

Develop unique selection criteria for each purchase.

Prepare and issue contract modifications for changes in delivery schedule and send formal correspondence to customers, inventory specialists, service line contacts, and contracting officers as appropriate for auditing, receiving reports, and payments.

Conduct open market research and sole source small purchases for highly specialized medical items with critical product requirements.

Administrative Support:

Serve as the first line of contact for medical staff and customers regarding procured items.

Develop reports and spreadsheets; obtain, organize, file, and retrieve reports for briefing and presentation.

Perform receptionist, timekeeping, record keeping, and miscellaneous duties in the medical facility.

Perform other related duties as assigned.

Work Schedule: Full-Time, Monday–Friday, 8:00 a.m.–4:30 p.m.
