Brief Job Description:

The Data Strategy Advisor advises the Chief Policy and Regulatory Officer (CPRO) on strategies to advance data quality and connectivity efforts across the agency. The Data Strategy Advisor coordinates closely with the Office of Data, Analytics and Performance (DAP) to ensure understanding and buy-in for the agency data analytics vision and strategy, and works with senior leadership in DAP, Information Technology (IT), and program areas to focus data quality and connectivity efforts on critical agency priorities and goals. This position plays a critical role in developing and advancing the agency's data strategy-focusing on improving data quality, integrating data across systems, and ensuring that data insights drive sound policy and operational decisions.

The Data Strategy Analyst provides direction and oversight to projects within CPRO divisions focused on data and analytics and utilizing data to drive decisions. This position will serve as a liaison with technical teams internal and external to CPRO to ensure alignment of priorities between data users and technical teams

Essential Job Functions:

Develop and implement a comprehensive data strategy to support CPRO's operational priorities. Advise the CPRO on strategies to improve data quality, integration, and accessibility across programs. Serve as the CPRO's data advisor-identifying risks, opportunities and gaps in data systems that impact policy execution and performance evaluation. Coordinate with the Office of Data, Analytics and Performance, IT, leadership, and programs to support long-range data planning, modernization, and alignment with HHS data governance standards. Communicate data strategy objectives, findings, and recommendations clearly to CPRO, HHS leadership, Legal, IT, and other stakeholders. Prepare briefings and materials to the executive commissioner, Sunset Advisory Commission, and oversight entities that summarize data trends, progress, and gaps. Collaborate across divisions to ensure consistent messaging, alignment of priorities, and integration of data strategy to system-wide planning. Collaborate with internal data teams, IT, and program leaders to ensure data integrity, accessibility, and consistent use across divisions. Identify opportunities to strengthen data governance and improve data quality and reporting efficiency. Support cross-functional initiatives that rely on integrated data analysis, such as regulatory reform or program evaluation efforts. Knowledge, Skills, and Abilities:

Strong understanding of data management, analytics tools, and reporting systems (e.g., Power BI, Tableau, Data Warehouses). Excellent communication skills. Able to articulate technical concepts to non-technical audiences. Strong organizational and project management skills. Ability to develop documentation, workflows, and decision logs for clarity and accountability. Familiarity with IT governance, cybersecurity, and data privacy standards. Collaborative mindset with a focus on problem-solving and relationship building Registrations, Licensure Requirement or Certification:

Initial Screening Criteria:

Bachelor's degree required; Master's degree in Public Policy, Data Science, Information Management, or related field. Five or more years of progressively responsible experience in data analysis, data governance, or policy analytics-preferably in a government, regulatory or health services environment. Experience advising executive leadership and coordinating across divisions or agencies on complex data and policy issues.
