The Director, Family Well-Being provides strategic leadership for the design, implementation, and continuous improvement of high-quality family well-being services across Community Action Marin’s (CAM) Children & Family Services (CFS) department. Grounded in the Whole Family Approach, this role oversees managers and teams of Family Advocates, Home Visitors, and Family Well-Being Coordinators to ensure excellence in service delivery, regulatory compliance, and measurable child and family outcomes.
The Director is responsible for strengthening integrated service systems; ensuring compliance with Head Start Performance Standards, Title V, Title 22 (CCL), CSPP, and other applicable regulations; and advancing continuous quality improvement through data-informed decision-making. As a member of the agency-wide Leadership Team, the Director contributes to cross-departmental strategy, fund development, advocacy, communications, and system-building efforts that advance CAM’s mission and equity-centered outcomes for families.
Essential Functions & Responsibilities Leadership, Partnerships, & Systems Oversight
Serve as a member of the agency Leadership Team, contributing to strategic planning, organizational learning, and accountability for excellence.
Provide department-wide leadership for Family Well-Being services aligned with the Whole Family Approach, Head Start Parent, Family, and Community Engagement (PFCE) Framework, and agency priorities.
Design, implement, and oversee systems, policies, and processes related to service delivery, staff development, monitoring, and compliance readiness.
Represent CFS and CAM in community, funder, and advocacy settings, as appropriate.
Lead select cross-departmental initiatives related to family well‑being, ensuring alignment with agency-wide strategic goals.
Maintain overall accountability for the effectiveness, quality, compliance, and outcomes of Family Well-Being services.
Program Leadership & Whole Family Services
Oversee managers and teams of Family Advocates, Home Visitors, and Family Well-Being Coordinators across home-based and center-based programs to ensure consistent, inclusive, and high-quality service delivery.
Ensure strong coordination across Family Well-Being, Education, Health, Enrollment, and site leadership to promote integrated services and shared accountability for child and family outcomes.
Ensure implementation of culturally responsive, trauma-informed, and strengths-based practices reflective of the communities served.
Ensure systems are in place to support families’ access to internal and community-based resources, including economic support, health and mental health services, and crisis response.
Provide leadership and accountability for the Parent Leadership Council and other family engagement structures, ensuring meaningful parent voice, leadership development, and compliance with Head Start requirements in collaboration with other CFS Directors.
Lead and oversee family-facing communications to ensure clarity, consistency, accessibility, and alignment with CAM values and compliance requirements. This includes oversight of family newsletters, bulletins, written communications, and Brightwheel as the primary family communication platform, with clear expectations, quality assurance, and system alignment.
Supervision & Staff Development
Provide reflective supervision, leadership coaching, and performance management for Family Well-Being Managers and direct reports.
Establish and monitor performance expectations related to service quality, compliance, staff development, and outcomes.
Partner with People & Culture and senior leadership on recruitment, hiring, onboarding, evaluations, and professional development pathways.
Foster a collaborative, learning-centered culture grounded in CAM values and continuous improvement.
Lead Family Well-Being coaching and professional development efforts in collaboration with Managers, Success Coaches, and People & Culture.
Data, Monitoring & Compliance Leadership
Lead department-wide compliance with Head Start Performance Standards, Title V, Title 22 (CCL), CSPP, and other applicable regulations.
Oversee federal, state, and funder monitoring activities, including Office of Head Start (OHS) site visits, FA-1/FA-2 reviews, and licensing inspections.
Partner with the Learning & Evaluation team on key initiatives, including the Parent Survey, Community Needs Assessment, and monthly monitoring meetings.
Ensure high-quality use of ChildPlus and related data systems to support compliance, reporting, and outcomes.
Ensure timely, accurate reporting, including PIR, School Readiness, DRDP alignment, CSBG, and required annual reports.
Lead corrective action planning and systems improvement in response to monitoring findings, audits, or data trends.
Continuous Quality Improvement & Learning
Ensure Family Well-Being data is effectively used to inform agency learning, planning, and continuous quality improvement.
Collaborate with other CFS Directors and agency leadership to integrate family outcomes into Self-Assessment and improvement cycles.
Translate data, monitoring results, and stakeholder feedback into actionable improvements in policy, practice, and professional development.
Qualifications Education
High school diploma or equivalent required per CAM guidelines.
Bachelor’s degree in social work, human services, public administration, or a related field strongly preferred, master’s degree highly desirable.
Experience
Minimum of 5–7 years of progressive leadership experience in early childhood, family services, or human services programs, including management of managers.
Demonstrated experience with Head Start, Early Head Start, CSPP, or similar regulated programs.
Proven experience leading compliance, monitoring, and continuous quality improvement efforts.
Skills and Abilities
Strong leadership, systems-thinking, and change management skills.
Deep knowledge of Whole Family and two-generation approaches.
Ability to analyze and use data to drive decision-making and improvement.
Excellent written and verbal communication skills, including family-facing and funder communications.
A strong commitment to social justice, equity and the agency’s mission to provide high-quality programs to serve low-income individuals and families.
