
Enrollment Bursar Director (HEO)
POSITION DETAILS
THIS IS AN EXCLUDED POSITION
The Bursar Director will report to the Vice President of Finance at The City College of New York. The Director will partner with senior management to visualize and develop long-range plans, financial strategy and policy. The Director will lead the Bursar Office staff, manages the programs administered by the office and ensures compliance with federal, state, university, college, and banking rules and regulations.
The Bursar Director will serve as a key strategist in refining the organizational structure to ensure compliance and enhance service delivery. The Director will exercise a high level of independent judgment and self-direction to identify and lead new initiatives that focus on unit objectives and their alignment with College’s strategic plan. In addition to the CUNY title overview duties, tasks include but are not limited to:
Provide leadership that is collaborative, service-oriented, and informed by robust inquiry as well as strategic and effective management of the College's student accounts functions. Lead and communicate operational plans and strategy for the Bursars operation; provide information and context to leadership.
Interpret and communicate federal, state, local, and college regulations, policies and procedures; implement new programs and regulatory changes as required; and document and maintain internal policies and procedures to ensure college-wide compliance.
Oversee respective programs, processes, and policies designed to provide a strong system of internal controls to protect and steward college resources.
Serve as an innovative, strategic, and collaborative partner with the Vice President for Finance and multiple campus partners to provide and support a connected, comprehensive, and student-centered approach to the student experience.
Advise the Vice President and campus leadership on various matters of policy pertaining to student financial services, and enrollment.
Implement and evaluate the optimal department structure to accomplish unit and campus goals in an efficient and cost-effective manner. Ensure that appropriate and on-going training is provided to all staff members.
Formulate and execute plans to ensure that the Bursar Operations is providing quality service and exhibiting operational effectiveness. Ensure the financial management and reporting systems in development are responsive and provide campus with necessary information in a timely manner.
Continually evaluate processes and implement plans to optimize service and performance. Facilitate a comprehensive strategy around technology and innovation to enhance operational and service effectiveness.
Developing initiatives that will improve the campus compliance with State, Federal, and commercial banking requirements associated with credit card, refund check and ACH processing, and privacy concerns. Ensuring current and future technology meet all compliance requirements.
Provide strong leadership for, support, empower, and inspire staff. Create a unified team that fosters collaboration and provides seamless services to students, families, and college stakeholders. Set expectations, provide clear direction and feedback, and create and support a culture of continuous improvement that cultivates the professional growth and development of staff members.
Serve as liaison with University colleagues in academic departments, Financial Aid Offices, the Registrar's Office, Student Affairs, and others as needed, to ensure the Bursar Operations is competently managing programs and services related to student financial issues.
QUALIFICATIONS Bachelor's Degree and eight years' related experience required.
Preferred Qualifications:
Managerial experience in a Bursar's Office with a large college or university.
Strong supervisory experience.
Knowledge of accounting principles and practices.
Excellent oral and written communication and organizational skills.
Experience working with PeopleSoft.
Knowledge of computer systems and software, including word processing, spreadsheets, databases, general ledger system and online systems.
Ability to manage multiple projects simultaneously and prioritize work of subordinate staff.
Experience designing and implementing business process improvements.
Advanced degree in management or public administration preferred.

Establishes and maintains policies, procedures, and internal controls for accounting and depositing of payments, monitoring of receivables and optimizing collections

Ensures reporting requirements are completed in timely and accurate manner to fulfill various legal obligations
Manages professional and clerical staff

COMPENSATION AND BENEFITS Salary Range: $118,070 - $155,388. Salary commensurate with education and experience.
