Manage the full recruitment cycle for assigned positions, including intake meetings, job postings, candidate screening, interview scheduling, and support through the offer stage. Draft, update, and maintain job postings to ensure accuracy, clarity, and alignment with organizational standards, internal policies, and federal/state employment laws. Conduct phone screens to assess candidate qualifications, interest levels, and organizational alignment. Coordinate interview details for candidates, hiring managers, and interview panels. Maintain consistent and professional communication with candidates to ensure positive hiring experiences. Support pre-employment processes such as reference checks, background checks, driving records, employment verifications, pre-employment physicals, and onboarding coordination. Source, recruit, screen, and interview candidates in collaboration with hiring managers to understand position requirements and ideal candidate profiles. Accept, organize, and distribute applications for open positions. Inform prospective candidates of job duties, responsibilities, work schedules, compensation, benefits, and career advancement opportunities. Respond to applicant and external recruiter inquiries regarding open positions. Coordinate employee relocations when applicable. Administer and promote the employee referral program. Utilize job boards, career sites, social platforms, and community partnerships to attract qualified talent. Develop and implement creative sourcing strategies for hard-to-fill roles. Build and maintain relationships with technical schools, universities, workforce centers, and community partners. Assist with applicant tracking system (ATS) data entry, report generation, and maintenance of accurate recruitment records. Prepare hiring documentation and ensure compliance with internal policies and federal/state employment laws. Support Human Resources’ projects, career fairs, and recruitment-related events as needed. General Human Resources Support
Answers inquiries relating to company policies, benefits, and hiring processes and refers more complex questions to appropriate Human Resources staff. Assists with planning and execution of events such as benefits enrollment, organization-wide meetings, and employee recognition events. Assist the Safety and Facilities teams with badging and access requests for employees. Responds to verbal and written verifications of employment and information requests. Provides clerical support to the Human Resources department. Maintains the accuracy, integrity, and confidentiality of human resource information, files, documentation, and records. Performs or assists with periodic audits of Human Resources files and records to ensure that all required documents are collected and filed appropriately. Enters data into the human resources information system (HRIS). Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace. Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice. Education, Training, and Experience
Associate's degree or an equivalent combination of education and work experience, and a minimum of two (2) years of applicable human resource, recruitment, or talent acquisition experience. Licenses and Other Requirements
Must possess a valid driver’s license or the ability to obtain one upon hire. Knowledge, Skills, and Abilities
Must have working knowledge of recruitment best practices, interviewing techniques, and employment laws. Must have advanced skills in the application of office procedures. Must have skills working with web-based and networked sites. Must have an advanced knowledge of word processing, databases, and spreadsheet software, and have general knowledge of electronic filing systems. Must have a demonstrated ability to follow and execute processes and embrace changes quickly. Demonstrated advanced oral communication skills with the ability to communicate organizational policies and procedures, recruitment processes, and answer candidate inquiries. A professional level of written communication skills, i.e., the ability to compose general correspondence and edit documents with attention to grammar, punctuation, and formatting, is also required. Ability to prioritize tasks and work effectively in a team environment, to meet required deadlines, under high workload and occasional stressful conditions. Must have general knowledge of human resource processes and requirements. Must have the ability to moderate video conferencing tools such as Microsoft Teams or Zoom. Ability to demonstrate discretion in handling confidential information. Essential Physical and Mental Requirements: Approximately seventy-five percent (75%) of the time is spent sitting, twenty percent (20%) walking, and another five percent (5%) standing. Lifting and/or carrying up to thirty pounds (30lb) is occasionally required when moving files and preparing for events. It is frequently necessary to push and pull up to forty pounds (40lb) when opening and closing file drawers. Must have excellent balance while sitting, standing, or walking. Must be able to stoop, kneel, and crouch when getting documents out of files or putting them into files. Must be able to reach and use fingers and hands constantly while accessing the phone or computer, and when typing and filing. Must have the ability to operate controls while driving a vehicle. Must be able to speak clearly in a normal voice, as well as listen to and comprehend ordinary conversations while communicating with department managers, co-workers, candidates, customers, and others. Must have good close-up vision when viewing printed material, mail, telephone, computer, etc. Eye accommodation is necessary when looking from typed material to written documents. To competently perform the duties of the job, the Human Resources Recruitment Specialist must be alert, analytical, precise, persuasive, and patient. The required tasks also demand the following abilities: initiative and problem solving; excellent oral and written communication; aesthetic sense; both visual and tactile discrimination; concentration, memory retention, good reasoning, and excellent judgment. Occasionally, the job will also require ingenuity, creativity, and imagination. Working Conditions
This job is typically performed in an office building at normal temperatures. The noise level rarely exceeds fifty to sixty (50-60) decibels, which is the range for normal conversation. There are no known atmospheric conditions or hazards associated with this position. Supervision Received and Exercised
Receives general supervision from the Human Resources Director and general guidance from the Human Resources staff and the Senior Vice President and Chief Human Resources Officer. No supervisory responsibilities. Typical hiring range
