GENERAL DESCRIPTION Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries in the state with quality motor vehicle-related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.
The selected candidate will perform advanced (senior-level) analytical work for the Enforcement Division (ENF), County Compliance Section (CCS). This role requires strong analytical skills, excellent communication abilities, and a commitment to public accountability. This position is responsible for investigating complaints and conducting fact-finding inquiries on County Tax Assessor-Collector offices, with a focus on motor vehicle title and registration transactions. The investigative analyst will collect and analyze data from a variety of sources to identify potential fraud waste or abuse; develop investigative leads, make referrals to law enforcement; and support investigations involving administrative or criminal misconduct, helping safeguard the integrity of the department’s operations.
The position requires direct interaction with county officials, public stakeholders, and internal agency leadership to gather facts, prepare detailed reports, and support law enforcement actions. The investigative analyst reports to the County Compliance Section Manager and is expected to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment when addressing complex compliance issues.
ESSENTIAL DUTIES
Regularly reviews and analyzes operational, financial, and compliance reports to identify patterns, anomalies, or trends that may indicate potential fraud, waste, or abuse.
Investigates allegations of non-compliance, operational irregularities, and suspected fraud, waste, or abuse involving motor vehicle title and registration transactions processed by County Tax Assessor-Collector and full-service deputy offices.
Collects, reviews, and interprets complex records and transactional data necessary to complete investigations and verify adherence to compliance standards.
Identifies, contacts, and interviews relevant parties, including complainants, county personnel, witnesses, and other stakeholders to gather factual information and clarify circumstances surrounding alleged violations.
Prepares clear, detailed investigative reports that include factual findings, applicable rule violations, and recommended actions to support resolution or further administrative review.
Coordinates investigative efforts with internal departments to ensure a collaborative and efficient approach to resolving county compliance issues.
Provides technical assistance, mentorship, and training to junior staff or new hires.
May be required to provide presentations or updates to agency staff, external partners, or stakeholder groups related to county compliance trends, enforcement actions, or investigation outcomes.
Conduct routine maintenance on TxDMV fleet vehicles as needed.
Performs other job-related duties as assigned to support the mission and goals of the Compliance Services Section and the Enforcement Division.
This position may require up to 50% overnight travel. Travels by car (may include flying). May include overnight travel.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
May require working extended hours and some evenings and weekends, as needed.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal laws and regulations associated with motor vehicle titles and registrations.
Knowledge of data analysis methods and the ability to interpret complex information from multiple sources.
Knowledge of investigative principles, techniques, and procedures.
Skill in analytical thinking, including the ability to detect patterns, anomalies, and inconsistencies in data.
Skill in oral and written communication, instructing others, and using a computer and applicable software.
Intermediate proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Teams applications, is required.
Ability to train and guide others.

MINIMUM REQUIREMENTS EDUCATION
Graduation from high school or equivalent program.
College education with major coursework in business, public administration, criminal justice, law enforcement, criminology, or liberal arts, or technical training in law enforcement, investigations, auditing, compliance reviews, or a related field may be substituted for experience on a year-for-year basis, up to a maximum of two (2) years.
EXPERIENCE
Five (5) years progressively responsible analytical, investigative, regulatory, or compliance experience, preferably in a government, legal, or automotive-related environment (Education substitution available; maximum of two (2) years).
Relevant experience may include investigations involving regulatory compliance, consumer complaints, or operational oversight.
PREFERRED EXPERIENCE
Highly experienced in conducting data analysis, investigations, auditing, or compliance reviews.
Experienced in communicating with internal and external stakeholders including elected officials, law enforcement, and other government agencies.
Experience working with Texas county government operations, vehicle title and registration processes, or the administration of motor vehicle laws and rules.
Experience using data and reporting tools to monitor trends, assess risk, or drive continuous improvement.
Experience in writing investigative reports.
Experience with processing motor vehicle title and registration transactions.
Experience conducting compliance reviews, audits, or investigations related to state government operations or regulated entities.

PHYSICAL/WORKING CONDITIONS
Perform manual labor including lifting supplies and materials up to 50 pounds and standing or sitting for prolonged periods of time.
Collects, delivers, or moves files, license plates, or other items weighing up to 50 lbs. each.
Required to operate State vehicles (automobiles, vans, trucks, box trucks, etc.) and traveling up to 50% during routine working hours with occasional overnight and weekend travel.
Work is performed both inside and outside. When outside, employees may be required to work and be exposed to seasonal inclement weather.
