CLASS TITLE: CRIME INTELLIGENCE ANALYST I (NON-SWORN POSITION). DIVISION: CRIMINAL INVESTIGATIONS DIVISION. BUREAU: FIRE, ARSON & EXPLOSIVES INVESTIGATIONS. CITY: PENSACOLA. COUNTY: ESCAMBIA. The Criminal Investigations Division encompasses all law enforcement and forensic components residing within the Department of Financial Services. This advertisement is for the Bureau of Fire, Arson & Explosives Investigations and is for a Crime Intelligence Analyst I position which is a NON-SWORN position.

Responsibilities

Direct Assistance to Investigators: Performs criminal history and intelligence checks with reference to investigations for all sworn personnel as directed. Supports investigators in the compilation and analysis of confidential information regarding insurance fraud and arson; recommends investigative directions based on information. Performs detailed research of criminal investigations and documents related to insurance fraud and arson.

Dissemination of Information: Compiles, analyzes, and disseminates information and criminal intelligence from various agencies, the public, and other sources; coordinates inter-state and intra-state information pertaining to criminal activity involving insurance fraud and arson; exercises judgment to ensure accurate and reliable information is disseminated.

Intelligence Analysis: Evaluates and analyzes criminal intelligence information to predict capabilities, intentions, and vulnerabilities of individuals and groups engaged in insurance fraud; recommends investigative strategies.

Reporting: Prepares oral briefings, written reports, and recommendations in the form of intelligence assessments and detailed factual reports used by agency management and field supervisors to evaluate investigative priorities in case development.

Operations: Determines structure and operation of insurance/arson operations by researching and analyzing intelligence information relating to patterns, trends, and movements of groups for management use.

Evidence & Warrants: Participates in search warrants by sketching site diagrams, logging evidence, printing evidence labels, and inventory lists.

Coordination: Serves as Terminal Agency Coordinator (TAC) for FCIC/NCIC terminal; ensures proper procedures for security and dissemination of criminal history information. Responds to requests for information from other agencies and represents the Division in meetings.

Disaster Response: May require participation on the disaster team, overtime, and the ability to attend meetings, training, conferences, and seminars with extended travel as needed.

Other: Performs related work as required.

Required Entry Level Knowledge, Skills And Abilities

Knowledge of record writing techniques

Knowledge of research and intelligence analysis techniques

Knowledge of the procedures and techniques for effective verbal and written communication

Ability to use personal computer

Ability to analyze, interpret and summarize criminal intelligence data

Ability to review large amounts of criminal intelligence data and determine significance, completeness, and usefulness

Ability to write reports, investigative summaries and memoranda resulting from information analysis

Ability to make independent decisions

Ability to report information clearly, concisely, and accurately, both verbally and in writing

Ability to plan, organize and coordinate work assignments

Ability to communicate effectively verbally and in writing

Ability to establish and maintain effective working relationships with others

Qualifications and Experience

A minimum of two (2) years of professional work experience in one or more of the following areas: criminal justice, military intelligence, law enforcement, conducting research/interviews, data analysis, investigations, administrative assistant/executive assistant. A post-secondary degree from an accredited university/college may be used as an alternative for the years of professional work experience on a year-for-year basis.

Proficient in using Microsoft Office Products (Word, Excel, Outlook, etc.)

VALID Driver’s License from the Florida Department of Safety and Motor Vehicles by time of employment.

Preference

Special consideration may be given to eligible candidates who have bilingual verbal and written skills that meet a critical need of the agency’s mission.

Experience and education requirements must be met at the time of application submission to be considered. This position requires a security background check, including fingerprint as a condition of employment. Employees of the Department of Financial Services are paid on a monthly pay cycle. Responses to qualifying questions must be clearly supported by the state application and any omission, falsification, or misrepresentation will be cause for elimination from the selection process.

Selection Process Selection is a three-to-six-month process where the successful applicants must pass the oral interview and written exam, CJSTC background prior to beginning. If selected for an interview, the interview will be conducted in person.
