
Summary of Responsibilities
The corporate compliance specialist is responsible for ensuring full compliance with all affordable housing requirements across a multi-state portfolio of properties. This role requires comprehensive knowledge of affordable housing regulations and a strong commitment to promoting community success through regulatory excellence. The position oversees the review, approval, and monitoring of resident certifications, income and rent calculations, and regulatory reporting for programs such as LIHTC, HUD Section 8, Project-Based Section 8, HOME, BMR, MFTE, PFC, HFC, and other state or local initiatives. Serving as a technical resource for onsite teams, clients, and internal departments, the Corporate Compliance Specialist ensures consistent interpretation and application of federal, state, and local housing regulations to maintain the highest standards of program compliance and operational integrity.
Primary Responsibilities and Objectives
Review and approve initial, annual, and interim certifications for accuracy and program compliance
Accurately perform rent and income limit calculations using published HUD and program-specific programs
Verify household income, assets, and student status in accordance with Section 42, HUD 4350.3, and other applicable program rules
Conduct file audits and prepare compliance reports for clients, investors, and regulatory agencies
Track and submit quarterly, annual, and ad hoc compliance reports to housing authorities, HFA’s and other oversight agencies
Collaborate with property managers and regional leaders to resolve compliance findings, audit discrepancies, and file corrections
Provide training and support to on-site staff regarding compliance procedures, income verifications, and software usage
Maintain organized records or certifications, correspondence, and approvals in accordance with company and regulatory requirements
Stay current with changes to federal and state compliance regulations, income limits, and utility allowances
Respond to various questions and issues regarding property reviews
May be required to travel to property locations to support or participate in compliance audits as necessary
Ensure sensitive data is secure and managed appropriately within the compliance department and throughout the company

Comply with all company practices, policies, and procedures as well as applicable health and safety rules and regulations, and local, state, and federal laws

Education and Experience
Minimum of three years of experience with affordable housing compliance is required
In-depth knowledge of HUD 4350.3, IRS Section 42, and related compliance regulations
State or Federal certification in affordable housing is preferred (COS, HCCP, or equivalent is preferred)
Proficient with property management systems (Yardi, OneSite, and Real Page)
Skills and Requirements
Ability to read, analyze, and interpret regulatory agreements, reports, and legal documents
Experience working with state, county, and federal funding programs
Strong analytical thinking, data collection, problem-solving, and decision-making skills
Proficient in the use of personal computers with advanced knowledge of Microsoft Word, Excel, and email applications
Skilled in operating general office equipment, including telephone, fax machine, printer, and copier
Excellent customer service and interpersonal skills with the ability to build and maintain positive relationships
Professional verbal and written communication skills
Strong organizational and time management abilities
Demonstrated ability to multitask and prioritize effectively
Proven ability to make sound and timely decisions
Goal-oriented with the ability to set and achieve objectives
Consistent ability to meet deadlines and manage competing priorities
Flexibility to adapt quickly to changing business needs and processes
Commitment to maintaining confidentiality and handling sensitive information with discretion
Complete and successfully pass the Avenue5 Fair Housing and Preventing Discrimination and Harassment training and other courses if assigned
Scheduling Required to maintain a regular schedule, which may also require working outside of the regular schedule, weekends, and non-traditional holidays.
