ICT / Digital Policy Subject Matter Expert (SME)
provides specialized expertise to support evaluation of digital infrastructure, policy, and governance reforms. This role supports interpretation and technical validation of evaluation findings rather than hands-on analytic production. The SME ensures that conclusions related to ICT systems and digital governance are technically sound, contextually accurate, and policy relevant. Essential Duties and Responsibilities The ICT / Digital Policy SME will: Provide expert input on ICT policy, digital governance, and telecommunications. Review evaluation instruments for sector relevance. Interpret evaluation findings related to ICT and digital systems. Review draft reports and dissemination materials for technical accuracy. Participate in validation or stakeholder discussions as needed. Education and/or Experience Required: • Advanced degree or equivalent professional experience in ICT policy, digital governance, telecommunications, or a related field. • Minimum 8 years of experience in ICT or digital systems or policy. • Experience working in LMIC or international development contexts. • Strong conceptual understanding of digital governance or infrastructure reform. Preferred Skills: • Experience in Sub-Saharan Africa or West Africa. • Experience with donor-funded ICT or digital governance programs. • Experience contributing to evaluations or assessments. • French language proficiency.
