Job Summary Under general direction of the Employee Relations Manager, the ER Analyst Senior is recognized as an expert in own area and has specialized depth and/or breadth of expertise in Employee Relations. The individual in this position interprets issues and recommends solutions or best practices; solves complex problems, taking a broader perspective to identify solutions; and acts as a resource to lower level colleagues.

Job Duties

Providing counsel, direction, and information to management, supervisors, and employees on employee relations issues; administrative investigations, mitigates, mediates or elevates to the Employee Relations Manager, as appropriate. Conducts employee relations and grievances investigations, including, but not limited to fact finding, investigations related to disciplinary actions and/or corrective actions.

Conducting employee relations investigations, inquiries, and/or fact-findings; meeting and interviewing employees at all levels throughout the agency. Provide interpretation to employees regarding personnel actions, evaluations, disciplinary, and related matters. Ensuring policies and procedures are followed in accordance with relevant laws, rules, and policies.

Drafting and preparing investigative reports, findings, EEOC position statements, official responses, disciplinary letters, and other official responses. Participating in the development and/or the implementation of interpretation of applicable policies and procedures, guidelines.

Responding to requests for information and assistance from management, supervisors, and employees. Developing and implementing various human resources programs for employee relations and conducting special research, studies, and projects, presentations, etc.

Develop standard and ad hoc reports, templates, dashboards, and other performance‑related and compliance metrics. Provide analytical and HR operational reporting to improve overall HR service delivery and support strategic organizational objectives.

Knowledge, Skills & Abilities (KSAs) Knowledge Of

Current principles, practices and methods used in the administration of an HR program.

Federal and State employment laws, state statutes, rules, regulations and Arizona Administrative Code (State Personnel Rules) as related to human resources such as EEO, FMLA, ADA.

Agency policies, rules and regulations; and principles and practices of modern organizational development.

Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.

Skill In

Communicate information effectively & accurately in writing and verbally to the customer base.

Well versed in conflict resolution.

Investigate and resolve customer complaints and inquiries from beginning to end.

Establishing priorities among conflicting needs.

Researching, collecting, and analyzing data and reports.

Developing and implementing various improvement initiatives for assigned program areas.

Interpreting rules & regulations.

Providing guidance and consultative services to employees at all levels of DHS.

Reasoning and diplomacy.

Proficient computer skills using Microsoft Office and Google Suite.

Time management & meeting deadlines.

Ability To

Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations; perform research, collect and analyze data and report information.

Negotiate and apply reason persuasively to resolve Employee Relations issues.

Comprehend and make inferences from written material.

Selective Preference(s) Bachelor's Degree in Human Resources or closely related field and two years’ experience as an Intermediate Human Resources Analyst or equivalent experience; OR five years of Employee Relations experience at the HR Intermediate level. Preference given to candidates with relevant HR certification and continuous improvement and/or lean management experience.

Pre-Employment Requirements

State hospital employee must possess a valid level one fingerprint clearance card issued pursuant to A.R.S. 41-1758.07 or must apply for a level one clearance fingerprint card within seven working days after beginning employment.

Valid AZ State Driver's License.
