Overview Executive Director, Facilities and Construction Services – Pasadena City College

Location: Pasadena, CA | Department: Business & Administrative Services | Job Type: Classified Administrator | Salary: $223,792.56 - $234,982.20 annually

Responsibilities

Leads strategic planning and operational oversight for facilities, including infrastructure systems and long-term development.

Manages all major capital construction projects and serves as the main liaison between the architect, construction manager, District management, and program staff to ensure projects are on time and within budget.

Coordinates facilities requirements and construction designs with District managers, architects, and engineers, and directs the preparation of plans, specifications, and architectural/engineering drawings as necessary to implement new building projects and alterations.

Advocates for District facilities project proposals to the State Chancellor\'s Office and other state agencies.

Evaluates architectural, engineering, and other consulting firms\' ability to meet District needs, and recommends the selection of architects, engineers, and consultants.

Reviews and manages construction contracts and cost estimates to support project execution.

Prepares the department operating budget, monitors project budgets, and prepares budget adjustments and modifications as appropriate.

Applies for and coordinates state and federal construction grants.

Provides in-service training programs for staff on policies, work methods, materials, equipment, and safety.

In cooperation with other District personnel, develops proposals and implements plans for energy conservation.

Evaluates maintenance and custodial operations, ensuring quality standards and regulatory compliance.

Manages the development and implementation of campus-wide sustainability initiatives.

Ensures a safe environment for students, faculty, and staff.

Serves on a variety of District committees as requested.

Directly manages all aspects of employee lifecycle including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to company policies and legal requirements.

Performs related duties as assigned.

Minimum Qualifications

Bachelor\'s degree, from an accredited institution, in Architecture, Engineering, Construction Management, Planning, Public or Administrative Policy, Environmental Technology or a related field.

Five (5) years of increasingly responsible facilities management, facilities design and construction planning experience in the K-14 sector.

Three (3) years of supervisory experience.

Preferred Qualifications

Master\'s degree in Business or Public Administration

Five (5) years of leadership experience in community college or public works construction.

Any of the following credentials from the International Facilities Management Association (IFMA): Facilities Management Professional; Sustainability Facility Professional; Certified Facility Manager

Knowledge, Skills and Abilities

Demonstrates expertise in planning and project management for large-scale facilities initiatives.

Applies administrative policies and practices relevant to local and state agencies.

Utilizes architectural, structural, and mechanical engineering principles.

Employs methods and materials for construction, building maintenance, and grounds care.

Interprets laws and regulations governing construction and repair of educational facilities.

Knowledgeable of requirements for Facility and Project Division of the State Architect Certification.

Conducts research, cost analysis, and budget management for competitive bidding processes.

Navigates Title 8, 19, and 24 of the California Administrative Code.

Practices effective supervision and personnel management.

Administers state and federal programs and grants.

Communicates clearly in both written and oral formats.

Builds and maintains effective relationships with staff, agency officials, and the public.

Evaluates complex architectural and engineering designs, plans, and specifications.

Supervises staff training and development.

Prepares technical written reports.

Demonstrates clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students, faculty, staff, and community.

Physical Abilities and Work Environment Physical Abilities: Mobility to work in a standard office setting; ability to read printed materials and computer screens; hearing and speech to communicate; sedentary but may require standing and walking between areas; ability to lift up to 25 pounds.

Work Environment: Office setting with moderate noise and controlled temperature; may engage with staff and the public to clarify policies and procedures.
