
Policy & Public Affairs Consultant (Germany)

About 89up 89up is a strategic communications and public affairs agency that helps NGOs and foundations navigate complex political and regulatory environments. We combine data, insight and creative strategy to deliver campaigns that shift policy and shape public narratives across Europe.
Our core team consists of several different nationalities that work between London and Brussels. Very often, our work spans EU and national policy, and it’s therefore crucial for us to have a strong network of consultants with national‑level knowledge.
The role We are seeking a politically astute consultant based in Germany, to provide legislative and political insights for our clients in the non‑profit sector. We are seeking candidates with a strong knowledge of domestic policy and the media landscape in Germany, and fluency in the language. Experience working on climate, energy or housing policy is a plus.
The consultant will conduct policy and narrative monitoring at the national level, provide insights on domestic politics and legislatures, and contribute to meetings with partner organisations on these topics.
This is a freelance position, with some projects and deliverables fixed in advance, but also plenty of scope to become part of future projects where Germany is a focus.
The types of tasks you’ll do
Quarterly policy monitoring & intelligence on buildings and housing policy:
Produce quarterly reports covering key policy, regulatory, and media developments. Share intelligence with advocacy and communications partners. Maintain a policy and narrative tracker using local sources. This output is for one key client working for a just transition of the built environment
Narrative and policy briefing:
Identify messaging opportunities and develop context‑specific messaging. For a specific client, produce national adaptations of a core myth‑busting document and coordinate with national partners on dissemination.
Political advice to clients:
Join calls with 89up’s clients and partners to provide advice on the political situation in the relevant country. 89up will facilitate these exchanges and help you prepare.
Political actor mapping:
Identify influential actors at the EU or national level and conduct research into local news and industry factors. Note: This scope is separate from the initial 9‑month contract and would also include additional budget.
What we’re looking for
Based in Germany, native level German speaker
Strong understanding of domestic policy debates, political institutions and media environments in Germany.
Experience in public affairs, policy research, political communications or advocacy.
Able to synthesise complex political developments into clear, client‑ready insight.
Comfortable engaging senior stakeholders while managing day‑to‑day research and coordination tasks.
Well‑networked locally (desirable).
Professional fluency in English
9‑month consultancy contract, with a possibility for expansion both in scope and duration, c. 10‑20 days expected over the course of the contract period
Total budget: around Up to €7,475 initially with a chance to grow
