Position Summary The position of Regional Vice President fulfills the role of key Business Unit Executive and is a matrix member of the Operating Company executive operations staff. Direct the development and implementation of short and long-term business plans that support achievement of objectives in support of the business unit strategy. Participate in development and implementation of the OPCO strategies and help ensure business unit and OPCO strategies are aligned. Provide strategic leadership and foster a culture of accountability, employee and public safety, service reliability and customer satisfaction. Lead the development and implementation of labor strategies that ensure flexible and effective utilization of resources. Develop and implement short and long-term operating plans to best position organizational performance. Responsible for reliability and emergency response, compliance, and customer satisfaction for the operations business area.
Essential Responsibilities
Business Strategy – Responsible for developing, recommending and implementing business strategies and associated annual and long‑term business plans to effectively utilize resources and position the organization to meet future business needs. Develop and manage annual and long‑term budgets. Provide clear and effective communication of the organization’s vision, mission and strategic focus areas to support achievement of jurisdictional and corporate goals. Responsible for developing a long‑range plan (3‑5 years) and executing on an annual capital investment budget consistent with business plan. Responsible to support the development of the regional regulatory and OPCO strategies through participation with the OPCO presidents and staff.
System Management – Responsible and accountable for the design, construction, dispatch/control center, operation and maintenance functions for regional systems. Ensure operating policies, practices and procedures are compliant with company standards and regulatory requirements. Advocate and practice One Xcel Way methods helping ensure continuous improvement. Understand and utilize industry and company best practices implementing technologies that enhance system performance, productivity and reporting capabilities. Develop and maintain effective working relationships with internal and external organizations and service providers to maximize efficiency, responsiveness and resource allocation.
Labor Strategy Development – Lead and/or direct the development and implementation of cost‑effective labor strategies that provide the jurisdiction with maximum flexibility in aligning resources to support business needs. Develop and maintain effective partnerships with Labor Relations and local union leadership. Key role in labor negotiations.
Relationship Management – Act as the business unit area liaison with key executives. Develop and maintain effective relationships with other jurisdictional and corporate peers, to ensure timely, effective information sharing and business learning as well as common best practices implementation.
Human Asset Management – Responsible for attracting, recruiting and retaining a highly motivated and engaged workforce. Establish and communicate clear performance expectations so that employees know how their work contributes to the achievement of objectives. Foster a culture of personal accountability and an environment that promotes and supports employee safety and individual development. Motivate union and contract labor workforces. Responsible to develop and maintain a long range (3‑5 years) staffing and workforce strategy. This includes contracting vs insourcing strategies.
Minimum Requirements
Bachelor’s Degree in Business, Construction Management or Engineering or a combination of education and experience providing equivalent knowledge preferred.
Prefer a minimum of 10 years utility experience with specific experience in the specific functional business area operations, with at least 5 years middle‑management experience.
Experience managing in a union environment is highly desired.
Demonstrated leadership skills and ability to implement projects that cross organizations, business units and professional disciplines, supporting culture change and building business acumen.
Strong written and verbal communication skills required.
Demonstrated knowledge of business area.
Compensation and Benefits Anticipated starting base pay for this position is: $229,100.00 to $260,000.00 per year. This position is eligible for the following benefits:
