Division Overview The Human Resources Department provides an extensive range of professional, administrative, and advisory services designed to support the staff and operations of the LACDA. These services include talent acquisition, talent development and retention, classification and compensation, benefits administration, disability management, workplace policy development, regulatory compliance, and employee and labor relations.

Position Overview Under general direction, performs a variety of complex analytical and sensitive work in support of employee and labor relations functions. This includes managing conflict resolution, conducting administrative investigations, drafting clear and thorough investigation reports, recommending disciplinary action, facilitating union negotiations and meetings, reviewing employee performance evaluations, developing or revising policies and procedures, providing guidance and consultation on employee and labor matters; developing and delivering training, and performing related duties, as assigned.

Conducts complex work in support of employee and labor relations.

Advises management on policy interpretation and application.

Confers with management to resolve employee relations issues.

Researches, analyzes, and responds to grievances.

Investigates alleged policy violations; prepares prompt and thorough investigative reports, advises management regarding appropriate disciplinary actions.

Participates in, takes notes, and facilitates union negotiations and meetings.

Partners with various division management to recommend, write and impose disciplinary action in accordance with the bargaining unit agreement.

Provides consultation with management to advise on personnel and performance matters.

Develops and conducts employee and labor relations training for management.

Assesses Authority training needs; responds to inquiries of required trainings; researches courses offered by external organizations; makes facility and equipment arrangements; develops, coordinates, and conducts employee trainings.

Conducts research and formulates policy recommendations regarding changes in applicable local, state, and federal laws, rules, and regulations governing human resources management.

Acts as a resource for employees on policy and procedure questions and aids in resolving human resources related problems.

Participates in the development and implementation of human resources policies; consults with Authority staff and management; assesses impacts to Authority operations; leads training and development efforts as part of the implementation plan.

Stays up to date on new trends and innovations in the field of human resources.

Attends division meetings and other sub-committee meetings as assigned; establishes and maintains contact and working relationships with all internal customers.

Prepares reports, presentations, and documentation.

Maintains accurate and confidential records and files.

Contributes to ensuring that the agency’s policies and programs are carried out in compliance with all applicable laws, rules, and regulations governing human resources.

Performs other related duties as assigned.

Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Authority sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 15 pounds.

Environmental Conditions Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

Minimum Qualifications Any combination of education and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis.

Education

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in human resources, business or public administration, or other related field.

Experience

Three (3) years of increasingly responsible professional experience in employee and labor relations.

Licenses and Certifications

Some positions may require possession of a valid California Driver’s License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Some positions may require possession of industry specific licenses and/or certifications, to be maintained throughout employment.

Desirable Qualifications

Public sector experience

Experience with or working knowledge of the Meyers-Milias-Brown Act

Experience conducting administrative investigations and preparing investigative reports

Salary Compensation Salary compensation is determined based on qualifications, which include experience, education, knowledge, skills, and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range.

Conditions of Employment Candidates selected from the process will receive an offer of employment contingent upon the successful completion of satisfactory reference checks, a post-offer medical examination, a criminal background check, and a driving record check. Background and driving record check information will be considered in determining the applicant’s suitability for the position.
