Position Overview/Duties

Pre-Award Responsibilities:

Performs procurement planning. Identifies within assigned programs those services to be acquired by contract.

Advises program officials in procurement planning meetings of the procurement objectives to be used and explores new or innovative contracting approaches to arrive at an equitable contract management.

Serves as lead negotiator, planning the negotiation strategy, coordinating strategy with the negotiation team and leading the negotiations conducted with contractors to reach a fair and reasonable position for all parties involved.

Prepares the contract for award in accordance with all applicable regulations and statutes.

Post-Award Responsibilities:

Responsible for contract administration functions following contract award throughout the life of the contract.

Monitors and ensures contractor performance in accordance with all terms and conditions of the contract.

Negotiates and issues contract modifications driven by technological advances, upgraded operational requirements and other changes characteristic of the type of contract/program involved.

Other Conditions And Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.

Minimum Education/Experience Requirement See OPM General Schedule Qualification Standards for Contracting Series 1102.

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.

This position requires DAWIA Contracting Professional acquisition certification.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).

Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

This position is eligible for situational telework.

Required training/certifications:

Obtain and maintain a Contracting Officer's Warrant within 12 months of appointment.

Meet DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Employment data fields in the header of the PD/PRD (Defense Acquisition Workforce position).

Foundational Career Level Certification or Contracting Professional Certification within 3 years.

Practitioner Career Level Certification within 5 years.

Advanced Career Level Certification within 4 years.
