Working Title: MEDICAL EXECUTIVE DIRECTOR -
The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self‑sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
Northeast Florida State Hospital (NEFSH) is a 613‑bed, licensed mental health treatment facility that provides person‑centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.
NEFSH is a tobacco free facility.

This position is a highly responsible and professional role that will serve as the Medical Executive Director at NEFSH. The role collaborates with each section within the state facilities and is required to use independent judgement, take initiative in carrying out duties and responsibilities, and should be extraordinarily detail oriented.
The position includes supervising and directing employees, including communicating with, motivating, training, and evaluating employees; planning and directing their work; and having the authority to recommend actions such as hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Employees are evaluated against established standards with appropriate actions taken.
In this large mental health facility, the incumbent maintains a positive and professional attitude, ensuring individuals receive comprehensive medical and mental health services in a cost‑effective, customer‑oriented manner while following medical ethics and outcome‑oriented management systems and respecting patients’ constitutional rights.
Specific Duties and Responsibilities include:
- Ensures that all Psychiatric and Primary Care treatment at NEFSH are administered in accordance with policies, procedures, rules, regulations, and State and Federal Statutes.
- Through the Associate Medical Executive Director (MED), employs and directs all Senior Physicians.
- Administers effectively, directs and assumes operational responsibility for all physician‑based services at NEFSH.
- Researches, designs and writes policies and operating procedures related to clinical services used by all levels of clinical staff.
- Administers clinical personnel matters in compliance with Personnel Rules & Regulations and collective bargaining agreements.
- Develops recognized programs of resident care that lead to customer satisfaction.
- Assists in developing the hospital’s budget, costing out programs, establishing expenditure priorities, and administering expenditures to maintain budget integrity while controlling costs.
- Serves as a consultant in matters relating to psychiatry, general medicine, and clinical administration.
- Recruits medical staff, privileges, and credentials all professional clinical staff members on a bi‑annual basis.
- Reviews and monitors daily reports of activities and incidents.
- Seeks, compiles, and provides information, advisories, and reports that keep the clinical staff informed of current developments.
- Participates in and chairs meetings as requested, relating to clinical service delivery and hospital management as part of the Executive Leadership Team (ELT).
- Acts as a liaison between the hospital and academic institutions or other hospitals, traveling as necessary.
- Participates in administrative matters that bear on clinical issues called for by department or hospital policy and procedures.
- Maintains membership on the Department of Children and Families Clinical Advisory Committee.
- As Director of the Medical Staff, conducts monthly meetings with physicians and ensures implementation of the Medical Staff by‑laws, Rules and Regulations.
- Collaborates with the Associate MED on tasks relating to recruitment, credentialing, committee staff work, maintenance of medical standards, and executive committee work which includes recommendations to the hospital’s Governing Body.
- Ensures that through the Medical Staff the standards of medical care strive for treatment excellence and efficiency.
- Conducts monthly Department Head Meetings with all direct reports.
- Writes and reviews correspondence, reports, and opinions on matters related to clinical practice as assigned by the Hospital Administrator or Program Office.
- Assists in interviewing, selecting, and training new employees.
- Approves submitted timesheets and leave requests on Kronos and People First systems for all direct reports.
- Supervises all direct reports, ensuring they meet individualized performance standards, adhere to professional practice standards for their discipline, receive quarterly coaching, and follow an approved Employee Development Plan.
- Coordinates, facilitates, and supervises the system of obtaining consultant services for patients with special problems for all external procedures.
- Participates as a consultant in departmental in‑servicing meetings and programs.
- Reviews records of problem cases and sets up case conferences on topics of interest for Continuing Medical Education (CME) in association with the University of Florida, Department of Psychiatry.
- Establishes selected cases for consultation to validate treatment excellence and efficiency.
Knowledge, Skills and Abilities required for the position:
- Certification in CPR, MANDT, Infection Control, Customer Service, and all OSHA requirements annually.
- Ability to lift up to 25 lbs. with use of Safety‑T‑Belt, prolonged sitting/standing, bending, reaching, and stooping may be required.
- Ability to walk extended distances across campus.
- Intervention with combative individuals may be required.
- Driving may be required.
Minimum Qualifications:
- Licensure as a physician pursuant to Chapter 458, Florida Statutes, and two years of post‑licensure professional experience in the practice of medicine; or
- Licensure as an osteopathic physician pursuant to Chapter 459, Florida Statutes, and two years of post‑licensure professional experience in the practice of osteopathic medicine.
- Certification by a recognized board in a medical specialty area (psychiatry) can substitute for the required experience.
Preference will be given to applicants who have:
- Board‑certified applicants with a minimum of five years’ experience in a mental health setting or previous experience as a MED in a mental health setting.
