Job Description

This position will be responsible for providing senior business and solution architecture for the Arkansas Workforce Integrated Network System (ARWINS).

Senior business and solution architect, mapping legacy data models with to-be business processes, TANF, SNAP and Medicaid experience, Arkansas legacy systems experience, Mainframe, Cúram BA Cash Assistance, Outcome Planning module and analyst experience.

The ARWINS system is currently being used in production by trained TANF case managers in selected areas. The system is built on an open source stack with the following major software components:

• Ruby on Rails

Identified activities include:

• Upgrading the Ruby on Rails Framework, and other major components used in the ARWINS eco-system (Ex: Phusion Passenger, Nginx, and Sidekiq) to a newer stable, and supported version
• Providing defect fixes identified in production, and / or user testing
• Since the ARWINS system will no longer be doing the intake, eligibility and benefits issuance functions, the system needs to be repurposed by decoupling in‑built intake and eligibility functions from the functionality, and the system workflow (Ex: Drug Screening, Absent Parent Management, Child Care / OCSE, program unit activation, etc..)
• Demonstrates expertise in conveying technical and functional concepts for a specific
• Identifies improvements to project standards to achieve high quality services/ products.
• Able to identify best practices and standards for the use of the product.
• Delivers support and design for industry specific applications that require integration
• with statewide systems or applications.
• Interacts with executive level business users or technical experts.
