Job Summary
This position provides DNR agency wide leadership in design, development, integration, management, and use of the DNR Land Records System (LRS) and related data systems. Incumbent is responsible for data extraction and reporting, creating spatial data products, and designing data access applications related to land ownership, administration, and management. Data system development will rely on system analysis, development of standards, and data analysis to determine the appropriate processing methods. This position ties together an understanding of production Land Records data with products that serve the business' analytical and management needs. This position will also provide technical leadership, advice, and direction on upgrades to the LRS application which impact the integration of the LRS data with other systems such as SWIFT, WIRES, and GIS/spatial data.
This position requires an employee to be onsite at 500 Lafayette Road North, St. Paul, MN 55125 at least 50% of the time, with some opportunity to perform work from a telework location.
Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Position requires a minimum of four (4) years of IT related experience in IT Data Analysis functions.
Experience designing, developing, administering, and maintaining relational database systems, including database architecture, data models, standards, and performance optimization. Experience using SQL (and/or PL/SQL) to develop queries that support data extraction, reporting, troubleshooting issues surfaced by customers, and enterprise data access needs. Experience planning and building database structures (e.g., tables, views, and related objects) and applying database standards, including naming conventions, access/performance considerations, and storage/access methods. Experience integrating data across multiple applications and platforms, including enterprise/statewide systems and GIS/spatial data environments. Data analysis experience, including gathering and documenting requirements, defining business rules, developing data/business object models, and translating business needs into technical solutions. Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding. Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences. Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.
Preferred Qualifications
Experience administering and developing databases using Oracle and/or PostgreSQL, including schema design and database management standards. Experience supporting GIS and spatial data solutions, including ArcGIS Pro, spatial analysis techniques, and creation of spatial data products/tools. Programming/scripting experience using Python and/or PL/SQL to automate workflows, support GIS tools, or enhance database functionality. Experience integrating data from multiple sources (e.g., enterprise databases, Esri Enterprise geodatabases, file-based geodatabases, or similar environments) to support reporting and spatial data access. Experience using version control tools and collaborative development practices (e.g., GitHub or equivalent). Experience providing technical guidance to cross-functional teams, including GIS users, application developers, system administrators, and business stakeholders. Knowledge of and ability to comply with information security policies and incident reporting procedures in an enterprise IT environment. Additional Requirements
