Position Description The Director of Housing and Residential Life is responsible for the overall planning, organization, implementation and supervision of all on‑campus housing and residence life. The position coordinates and supervises all key housing services provided by USC Upstate, including resident selection, assignments, resident relations, staff supervision, budget and statistical reporting, and coordination with Facilities Management, Operations, Housekeeping, Dining Services, Enrollment Services and the Registrar’s Office. The director manages a department with over $8 million in revenue and a main budget of approximately $3–4 million, and oversees a facilities project budget in partnership with Facilities Management. The role ensures housing occupancy matches revenue and enrollment projections, complies with state/federal law and university guidelines, and partners with university operations to support strategic priorities.
Key Responsibilities
Develop and implement administrative policies and procedures to manage physical and fiscal resources for residential facilities.
Plan, supervise, train, and direct the provision of student support services; oversee hiring, evaluation, and development of housing staff.
Manage housing policies related to facility utilization, student assignment, rent rates, and application of state and federal laws.
Coordinate with Facilities and key staff on operational planning, fiscal planning, building and furnishings, maintenance, inspections, repairs, contracts, and housekeeping.
Manage a self‑supporting budget, maintaining the revenue‑to‑debt ratio, inventory of furnishings and appliances, and coordination with admissions and partners for occupancy forecasting.
Act as an ombudsperson, resolving complaints and linking students and families to campus resources.
Work with Enrollment Services, Financial Services, campus police, Dean of Students, and Director of Disability Services on recruitment, safety, discipline, and accommodations.
Perform additional duties as assigned.
Qualifications
Bachelor’s degree in a related field and five or more years of related experience, or equivalent combination of certification, training, education, and experience.
Preferred: Master’s degree in Student Personnel Services or related field; five years of related experience, at least three years in budget management, and full‑time staff supervisory experience.
Strong background in housing operations, technology, and finances; knowledge of facilities management, housing regulations, and the judicial system.
Analytical, organizational, interpersonal, communication, and problem‑solving skills; ability to maintain confidentiality and manage multiple concurrent tasks.
Expert knowledge of housing information systems and Microsoft Office, especially Excel; basic accounting knowledge.
Successful background check required.
Capability to work on call for emergency situations.
