General Description and Classification Standards The Office of Revenue for the City of Atlanta seeks a strategic and experienced leader to serve as Code Enforcement Manager within the Tax Administration & Enforcement Division. This position provides managerial oversight of business compliance enforcement activities related to the City’s Occupational Tax Certificate requirements and associated municipal revenue ordinances. The Manager ensures consistent enforcement practices, safeguards revenue integrity, strengthens voluntary compliance, and supports the City’s broader economic vitality goals. The Code Enforcement Manager leads enforcement operations, develops compliance strategies, and ensures accountability, transparency, and operational excellence across the division.

Leadership and Supervision
Direct, supervise, and evaluate Code Enforcement Officers engaged in occupational tax and revenue compliance activities.
Provide coaching, training, and professional development to promote high performance and consistent enforcement standards.
Establish performance expectations and monitor productivity, investigations, citations, and case outcomes.
Compliance Strategy & Operations
Develop and implement strategic initiatives to enhance compliance with municipal occupational tax ordinances and related regulations.
Ensure fair, consistent, and legally sound enforcement practices.
Analyze compliance trends and recommend operational or policy improvements to senior leadership.
Utilize the GenTax system and case management software to monitor enforcement activity, track performance metrics, and identify revenue risks.
Court & Administrative Support
Review and prepare enforcement documentation, case files, and court briefings for presentation in Municipal Court or administrative hearings.
Oversee the issuance and documentation of notices of violation and citations.
Prepare daily, monthly, and ad hoc reports summarizing investigations, enforcement actions, and compliance outcomes.
Oversee court docket and inform the court of compliance status.
Community Engagement & Voluntary Compliance
Develop outreach and educational initiatives to promote awareness of Occupational Tax Certificate requirements.
Foster collaborative relationships with business owners, community organizations, and internal City departments.
Support a customer-focused approach that encourages voluntary compliance while maintaining enforcement integrity.
Administrative & Operational Oversight
Ensure fleet safety compliance, including monthly fleet inspections and review of driving analytics and internal camera systems.
Stay current on regulatory changes, industry standards, and best practices in municipal revenue enforcement.
Recommend updates to policies, procedures, and enforcement protocols as necessary.
May perform other duties as assigned.

Minimum Qualifications Education and Experience:
Bachelor’s degree in Public Administration, Business Administration, Criminal Justice, Finance, or a closely related field, OR an equivalent combination of education, skills, experience, and training.
Five (5) years of progressively responsible experience in code enforcement, regulatory compliance, tax administration, or a related field. Licensures and Certifications
Certification in municipal code enforcement or related discipline preferred.
Preferred Requirements
Master’s degree in Public Administration, Business Administration, or related discipline.
Experience in municipal occupational tax administration or business licensing compliance.
Experience within a local government revenue or finance department.
Familiarity with municipal court processes and administrative hearing procedures.
Experience with revenue management systems such as GenTax.
Work Environment In-office and in field
Lifting Requirements Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
