Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.***Responsibilities:**To provide oversight and leadership for the overall AHP Information Management program. Serves on the AHP Leadership team and as the AHP Security Officer, leading strategic information management and data governance initiatives across Accountable Health Partners (AHP). Ensures enterprise data integrity, security, and effective use to support clinical operations, quality improvement, and strategic decision-making. Oversees the development and implementation of comprehensive data management systems and analytics platforms that align with organizational goals and regulatory requirements.**ESSENTIAL FUNCTIONS*** Oversees day-to-day operations of Information Management systems and develops the strategic vision for information management across AHP. Ensures system availability, data quality, and timely delivery of reports and analytics while establishing data governance frameworks, master data management practices, and enterprise-wide data quality standards. Provides hands-on support as needed.* Leads, develops, and mentors the Information Management team. Manages hiring, onboarding, professional development, goal setting, and performance assessment. Assigns work, monitors progress, and removes obstacles to productivity through regular one-on-ones, team meetings, and reviews. Fosters a culture of continuous learning and innovation.* Provides oversight for data integration workflows from EHR, health plans, and third-party vendors. Ensures data quality through regular audits, coordinates resolution of discrepancies with source system owners, and maintains seamless interoperability across platforms. Provides hands-on support as needed for troubleshooting integration issues and validating data accuracy.* Oversees analytics and reporting functions to support population health management, quality programs (HEDIS, Stars), value-based care, and clinical decision support. Manages production and distribution of recurring reports, responds to ad-hoc analytical requests, and directs development of dashboards and tools that provide actionable insights to leadership, providers, and care management teams. Works with stakeholders to refine requirements and ensure accuracy. Provides hands-on support as needed for critical or complex analytical needs.* Serves as AHP's Security Officer, overseeing data security protocols and breach prevention measures. Ensures compliance with healthcare regulations (HIPAA, HITECH) and organizational policies.* Partners with clinical and operational leaders to identify specific opportunities for data-driven improvement in care delivery, patient outcomes, and operational efficiency. Translates business questions into analytical approaches, coordinates analysis work through the team, and ensures findings are presented with actionable recommendations. Presents findings directly as needed.* Manages relationships with external vendors and technology partners. Coordinates implementation projects, monitors vendor performance against SLAs, and conducts regular business reviews. Evaluates new technology solutions through cost-benefit analyses to inform purchasing decisions and ensures procured tools deliver expected ROI.* Collaborates with the CFO to prepare and manage the Information Management budget. Forecasts resource needs and allocates funds strategically to support organizational priorities.* Represents AHP on UR Medicine and University of Rochester committees and activities.* Other duties as assigned**MINIMUM EDUCATION & EXPERIENCE*** Bachelor's degree in Information Systems, Healthcare Administration, Data Science, or related field required* Master’s Degree preferred* 10+ years of progressive experience in healthcare information management, data analytics, or related field required* 5+ years of leadership experience managing technical teams required* or equivalent combination of education and experience**KNOWLEDGE, SKILLS AND ABILITIES*** Strong knowledge of healthcare regulations including HIPAA, HITECH, and data privacy requirements required* Experience with EHR systems (Epic preferred), healthcare data warehousing, BI tools (Tableau, Power BI), and SQL databases preferred* Demonstrated expertise in population health analytics, quality measurement (HEDIS, Stars), and value-based care metrics preferredThe University of Rochester is committed to fostering, cultivating, and preserving an inclusive and welcoming culture to advance the University’s Mission to Learn, Discover, Heal, Create – and Make the World Ever Better.
