Job Description Project: Strategic Portfolio Analysis and Implementation Location: 525 Golden Gate Ave., San Francisco, CA Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.

The Real Estate Services Division (RES) serves SFPUC ratepayers by maximizing revenue through real property rental in the seven counties served by SFPUC. The division also acquires property and easements for capital projects and negotiates real estate agreements for watershed, office, industrial, and other space required by SFPUC. Additionally, RES leads the In‑City Project Review Team and supports external Project Review Teams to vet third‑party projects for compliance with SFPUC policies and potential impacts to infrastructure and lands.

The City and County of San Francisco seeks a Principal Administrative Analyst I (Real Estate Analyst) with a passion for real estate to assist in furthering SFPUC goals and policies. The analyst will work under general direction on complex lease, acquisition, and sale transactions of non‑residential real estate. Primary responsibilities include daily analysis of title documents, oral and written communication with stakeholders, and drafting and negotiation of leases and agreements for acquisition and disposition of real property and easements. The analyst reports to the SFPUC Real Estate Director.

Essential Skills and Duties

Negotiate and draft complex deeds, purchase and sale agreements, easements, licenses, memoranda of agreement and other agreements.

Obtain information and coordinate and advance review of projects with internal and external stakeholders.

Prepare complex real estate reports, graphics, and spreadsheets for the department, the Commission, and the Board of Supervisors.

Create maps in the Geographic Information System (GIS) platform.

Make recommendations regarding land‑related environmental, economic, and legal issues, including evaluations and reports pursuant to the California Environmental Quality Act, local ordinances, general plans, and transfers of title and deeds.

Review projects for compliance with SFPUC policies and standards.

Serve as a liaison for SFPUC to associated regulatory and advisory bodies and work with SFPUC staff in other divisions to resolve sensitive land use and environmental issues.

Perform other job‑related duties as required.

Qualifications Bachelor’s degree from an accredited college or university and five (5) years full‑time equivalent professional‑level analytical experience. The experience must include analysis, development, administration, and reporting in major programs and functions related to budgets, contracts, grants, policy, or other functional areas of an organization that align with the 182X Class series duties.

Substitution: - Graduate degree (Master’s or higher) with major coursework in public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting, or closely related fields may substitute for one (1) year of required experience. - Additional experience may substitute for the required degree on a year‑for‑year basis (up to a maximum of 2 years). Thirty (30) semester units or forty‑five (45) quarter units equal one year.

Juris Doctor or Master’s degree in Public Administration, Urban Studies, Planning, Public Policy, Real Estate Business Administration, or a closely related field
