Senior Strategic Executive Analyst
Odyssey Systems has an exciting opportunity for a Senior Strategic Executive Analyst providing support to the Command, Control, Communications (C3C)/Kessel Run division. Kessel Run is an Air Force unit that delivers resilient command and control and targeting software capabilities that provide warfighters with decision advantage. Under the Department of the Air Force Program Executive Office for Command, Control, Communication, and Battle Management (DAF PEO C3BM), Kessel Run technologies make up the DAF BATTLE NETWORK, the systems-of-systems designed to help the Joint Force make operational decisions faster than our adversaries. The Division architects and acquires the means to connect weapon systems with warfighters and decision makers to enable the warfighter to win against the pacing challenge in an era of great power competition. This is a full time position located at Hickam AFB, Oahu, HI. Responsibilities
The Strategic Executive Analyst serves as the Lead C3C/KR Strategic Advisor, working in coordination with the C3C/KR Senior Leadership. This role supports efforts to advance the C3 C/KR mission onsite in Oahu, Hawaii. Travel is mandatory, once per quarter to Hanscom AFB, MA or designated Air Operation Center (AOC). The position requires access to classified meeting spaces and classified emails. Duties include but not limited to: Assist government personnel with the completion, review, and oversight of acquisition-related documents. Provide recommendations for streamlining and improving all phases of the acquisition process for programs within and interfacing with the Data Battle Network (DBN). Prepare and review reports, papers, and briefings for Program Executive Officer (PEO) leadership and staff packages through all appropriate offices. Deliver detailed analysis, supporting documentation, and thorough justification for all research, including corrective action plans and recommendations. Support the PEO in assessing and closing ASE architectural gaps by managing and integrating the C3BM portfolio and relevant external programs. Provide information, advice, and recommendations for effective alignment of research, development, demonstrations, exercises, acquisitions, manpower, and funding. Maintain, update, and analyze the acquisition forecast to ensure accuracy and consistency, identifying disconnects or deficiencies. Leverage portfolio integration to support outyear budgetary planning. Draft and evaluate acquisition documentation for new initiatives designed to close DBN architectural gaps. Ensure products align with policy, guidance, acquisition strategy, technical approach, milestones, schedules, risk assessments, and performance goals. Recommend program acquisition strategies and support market research. Collect, analyze, store, and distribute acquisition lessons learned. Analyze program baselines and schedules. Recommend executable options for addressing changes impacting performance, schedule, or funding, subject to government approval. Provide advice and recommendations on acquisition efforts and report status to the government. Assist in reviewing, compiling, and staffing documentation for milestone or major reviews by senior acquisition officials. Make independent assessments of portfolio and program risk, planning, and execution. Provide engineering, technical, architectural, and acquisition support to strategic decision-making. Support the development, publication, approval, and maintenance of the PEO's Strategic Plan. Assess future system architecture alternatives and recommend improvements to planning methodologies. Assess and report current and future manpower needs aligned with strategic goals. Track and report Strategic Plan goals, commitments, and initiatives as directed. Integrate Human Capital Investment planning into the Strategic Plan. Facilitate strategic planning meetings, steering committees, and off-site events. Ensure planning documents align with strategic intent and support decision-making. Provide substantive analysis to support situational awareness and issue understanding. Assist with research assignments to maintain consistency in interpretation. Coordinate research and analysis with government and external or foreign agencies. Support long-range strategic planning and recommend administrative policies and procedures upon government approval. Research, draft, and edit articles, speeches, and testimony related to PEO missions, operations, and initiatives. Ensure communications are consistent with the PEO's mission, vision, and goals. Develop and verify the accuracy of information from internal sources. Recommend message organization, tone, and structure to meet communication objectives. Coordinate messages for internal and external audiences. Edit and refine materials for clarity and consistency. Prepare and arrange supporting graphics for presentations. Qualifications
Citizenship: Must be a US citizen Minimum Required Qualifications Clearance: Must have and be able to maintain a Top Secret Level Clearance Preferred Qualifications Education: Master's or Doctorate Degree in a related field Years of experience: 10+ years of related experience with 5+ years of DoD related experience Additional Information Location: Hickam AFB, Oahu, HI Travel: Travel once a quarter to Hanscom AFB or other AOC locations at the discretion of the government customer This position is 100% onsite Company Overview
