OFFICE CONTACT JOB DESCRIPTION This is a highly responsible, professional position in the Voluntary Prekindergarten (VPK) program that requires a substantial degree of independent activity to coordinate activities within the Program and Policy Units for the Deputy Director of Early Learning Programs and Policy. This position is a direct report to the VPK Early Learning Program Manager. Experience in and/or knowledge of early learning programs is preferred. The employee is expected to demonstrate knowledge, skills, and ability to prepare, provide, and deliver quality work products representative of the Department's commitment to quality, efficient services and practices. Where applicable, the employee will demonstrate quality document preparation and dissemination evidenced by accuracy, correct grammar and format, appropriate content, proper approvals, and timeliness.
DUTIES & RESPONSIBILITIES This position independently performs advanced level work under the limited supervision of the Early Learning Program Manager in Voluntary Prekindergarten Education Program, Division of Early Learning. Position serves as a statewide early learning expert to early learning coalitions, early learning partners, and stakeholders for the Division of Early Learning program initiatives. Promote awareness and support of the Division’s policies and program initiatives through written communication and training. Provides technical assistance and consultation services regarding Florida’s early learning and developmental standards and guidelines, quality childcare, early childhood professional learning and coaching, early childhood screening and childcare regulations and program assessment.
Write reports summarizing major findings offering policy recommendations for the coalitions, agency, and Legislature.
Coordinate and provide technical assistance and training opportunities.
Provide train-the-trainer opportunities for individuals who wish to deliver DEL training ensuring coordination with coalitions.
Create and develop resource materials appropriate for use by the early learning community.
Coordinate statewide logistics for program implementation.
Promote state/community awareness of the need for and benefits of quality early learning experiences.
Identify and collaborate with other institutions, agencies, and organizations within the state on the development and implementation of a coordinated service delivery plan.
Promote interagency collaboration by ensuring DEL representation on external committees and projects. Coordinate with other organizations and programs engaged in related activities and represent the DEL in meetings, conference calls, and work groups.
Serve as project lead for DEL initiatives.
Works with DEL Information Technology and Data teams to support the implementation of data collection, quality and reports.
Coordinates with stakeholders and DEL management to develop Scopes of Work (SOW’s) to meet the needs of programs and projects; function as project manager for assigned contracts.
Conduct original research and analyses of early learning programs supported by the state and report the results to agency leadership and at state and national conferences.
Develop and provide information, materials, technical assistance, and other resources and services, to support the design, development, implementation, and evaluation of early learning programs based on child performance standards adopted by the DEL.
