Senior Contract Specialist II (Key Personnel) Senior Acquisition SME
Location: Washington, DC (Hybrid/Telework Eligible) Employment Type: Full-Time Eligibility: U.S. Citizen or U.S. Permanent Resident (must meet MCC access and fitness requirements) Background/Fitness: MCC suitability/fitness determination (Public Trust level) and MCC Photo ID Badge About the role The Senior Contract Specialist II leads MCC's most complex acquisition actions and provides senior advisory support across acquisition planning, competitive solicitations (including FAR Part 15-style source selections), negotiations, and post-award administration. This role is expected to independently resolve complex contracting issues, apply acquisition innovation to streamline timelines, and mentor junior specialists. Core responsibilities Lead complex competitive procurements from acquisition planning through award and administration; develop solicitation/award documentation and ensure defensible, compliant contract files. Advise customers on acquisition strategy, competition approach, evaluation planning, and negotiation posture; brief senior stakeholders on risks, alternatives, and recommendations. Conduct advanced cost/price analysis, including evaluation of cost/price data and (when required) review of contractor financial/management information. Lead negotiations and develop negotiation documentation; support debriefings and responses to acquisition challenges as needed. Troubleshoot post-award performance and contract administration issues; develop/execute modifications and support closeout/termination actions as required. Implement acquisition innovation techniques (Periodic Table of Acquisition Innovation) to reduce PALT and improve outcomes, consistent with MCC direction. Minimum qualifications (required) Education: Bachelor's degree AND 24 semester hours in business-related fields (e.g., accounting, business, finance, law, contracts, purchasing, economics, etc.). Experience: 8+ years of direct Federal contracting experience, including at least 1 year of specialized experience comparable to the GS-14 level. Ability to obtain/maintain MCC fitness determination (Public Trust) and MCC Photo ID Badge. Preferred qualifications FAC-C (Professional) or DAWIA Contracting (Professional) (or comparable NCMA CFCM/CPCM). Proven experience leading complex competitive acquisitions and negotiations; strong written/oral communication and customer advisory skills. Experience supporting Federal financial assistance instruments and/or interagency agreements (G-Invoicing/7600A/7600B) when tasked. Working proficiency with Oracle CLM (or similar CLM), FPDS, SharePoint, G-Invoicing, Power BI, and MS Office.
