Position Overview The Analyst II will be directed by the Supervisor I (Employee Relations Manager) in the Human Resources - Employee Relations Office at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:

Independently prepares, composes, and serves adverse actions, Absent Without Leave (AWOL) notices, rejections during probationary period, medical actions, and other non‑punitive personnel actions. Communicates directly with Department of State Hospitals (DSH) Legal Division, and the Office of Law Enforcement Support (OLES) for all monitored cases.

Attends Skelly and Coleman hearings as note taker and technical advisor.

Prepares and composes stipulations for settlement.

Monitors personnel actions through the appeal process.

Independently investigates and researches grievances and complaints filed by employees, unions and exclusive employee organizations; monitors and complies with required time frames specified in Collective Bargaining Agreements (CBA) and Government Code.

Coordinates management responses to union concerns.

Provides consultation and recommendations to managers/supervisors regarding resolution of grievances and complaints.

Drafts responses for grievances and complaints filed at the Executive Director’s level.

Responds to inquiries from union representatives.

Utilizes applicable laws, rules, regulations and principles when researching and makes recommendations.

Provides consultation and makes recommendations to managers and supervisors relating to employee performance issues.

Collects, tracks, and analyzes data to identify trends, training needs, and other opportunities for improvement.

Communicates with the various licensing boards regarding employee misconduct.

Provides consultation and makes recommendations to managers and supervisors on interpretation and implementation of CBA language.

Participates in quarterly Joint Labor Management Committee (JLMC) meetings, Meet and Confers, and informal meetings requested by management and/or union representatives.

Eligibility Applicants must have eligibility by way of one of the following: reachable on a certification list, have transfer eligibility, or have reinstatement eligibility.

Working Conditions

This position may be eligible for a hybrid work schedule after the initial training is completed.

The amount of telework is at the discretion of the department and is subject to change as business needs arise.
