Your Team The Office of Development leads the implementation of the Mayor’s Housing Plan to create or preserve 300,000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues, other City and state agencies, and the New York City Housing Development Corporation (HDC).

Your Impact The Tax Credits & Discretionary Exemptions ("TCDE") Unit, operating within the Office of Development’s Division of Housing Incentives, is responsible for the allocation of a portion of the State of New York's federal Low Income Housing Tax Credit ("LIHTC") allotment—both 9% competitive credits and 4% credits. Discretionary Exemptions include 420‑c tax incentive, a complete or partial tax exemption for low‑income housing development with tax credits, Article XI, a partial tax exemption for HDFC‑owned new construction or rehabilitation of affordable housing, and UDAAP, a partial tax exemption for rehabilitation or new construction of housing in Urban Development Action Area Project ("UDAAP") areas.
The TCDE programs support the development of new construction and preservation affordable housing with financing through tax credits and/or tax exemptions. These programs operate under tight deadlines and deal with highly complex, technical, and politically sensitive issues, and rely on both the technical and strong leadership skills of the Deputy Director to help meet the agency’s goals effectively.
Your Role As an Analyst for the TCDE Unit you will help address the city’s affordable housing crisis by administering programs that support the new construction and preservation of affordable housing projects.
Under the supervision of the Director for TCDE, the Analyst will perform complex technical, administrative and analytical work in the administration of tax credits and discretionary tax benefit programs. The management of projects regularly involves coordination with the private sector and other city and state agencies.
Your Responsibilities Include But Are Not Limited To
Manage a high volume of projects for completeness, accuracy, eligibility, and prepare files for supervisory review
Conduct thorough due diligence in issuance of tax credit allocation and determination of discretionary tax benefit
Maintain meticulous and organized files to ensure accurate status of projects
Provide programmatic and technical guidance to internal and external partners on project issues
Support and spearhead resolution of technical program issues and project management
Generate program and project reports as needed
Work with other Division staff to update and maintain tracking and project management systems and to compile Division‑wide data for reports to senior managers, the New York City Mayor’s Office and the City Council
Assist Director and other senior staff with special projects, as needed
Preferred Skills
Either: a baccalaureate degree from an accredited college and two years of experience in community work or community‑centered activities related to the duties above; or a high‑school graduation or equivalent and six years of experience in community work or community‑centered activities related to the duties above; or education and/or experience equivalent to either of those two; however, all candidates must have at least one year of experience as described in the first option.
Candidates must have excellent verbal and written communication and strong interpersonal skills
Ability to meet deadlines and manage multiple projects in a timely manner and to be a team player
Research and analytical skills
Keen attention to detail and organizational skills
Strong facility with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
COMMUNITY COORDINATOR - 56058 Minimum Qualifications
A baccalaureate degree from an accredited college and two years of experience in community work or community‑centered activities related to the duties described above
High school graduation or equivalent and six years of experience in community work or community‑centered activities related to the duties described above
Education and/or experience equivalent to either of the above; however, all candidates must have at least one year of experience as described in the first item
