Position Summary:
The Proposal Manager creates persuasive proposals that outline solutions, products, and services for prospective clients. This role is responsible for researching client needs, understanding market dynamics, and crafting compelling proposals to win new business.

Key Responsibilities
Lead Proposal Development
Manages the full proposal lifecycle – initiate proposal kick-off meetings; develop outlines, schedules, and overall proposal win strategies while being compliant with company branding policies
Analyze RFPs to ensure full compliance.
Write, edit, and revise content in collaboration with technical, finance, and operations teams.
Cross-Functional Collaboration
Partner with Sales, Engineering, Solutions, Finance, Legal, Operations and Marketing to assemble relevant inputs.
Facilitate price to win process with internal stakeholders.
Ensure alignment with company messaging and core capabilities.
Quality & Compliance Management
Maintain proposal templates and content libraries; manage compliance matrices.
Lead content reviews, address feedback, and coordinate final approval and delivery.
Process & Tools Oversight
Develop and update proposal processes, best practices, and tools.
Maintain a central proposal database and ensure version control.
Post-Submission
Facilitate handoff to other teams after successful project award.
Evaluate proposal outcomes; schedule customer debriefs, capture lessons learned for continuous improvement.
Exercise FOIA documentation to house submittal records for continuous improvement and understanding of competitor strategies.

Strategic Writing & Persuasion: Exceptional written and verbal communication; ability to craft messages that resonate with traffic-industry clients.
Project Management: Proven skills in planning, scheduling, and delivering multi-faceted proposals under tight deadlines.
Attention to Detail: Strong editing skills; capable of ensuring accuracy and clarity in all deliverables.
Collaboration & Influence: Effective cross-functional leader, able to drive contributions and feedback.
Industry & Client Insight: Ability to research and understand traffic-industry trends and client pain points.
Tool Proficiency: Experience with proposal and content management systems, Microsoft Word, PowerPoint, and CRM tools.
Minimum Qualifications
Bachelor’s degree in Business, Communications, Marketing, Engineering, or closely related field.
5+ years in proposal or bid management, business development, or closely related roles preferably in traffic, transportation, or infrastructure industry.
Demonstrated success managing complex proposals (preferably >$1M business revenue).
Skilled in deadline-driven writing, editing, coordination, and stakeholder management.
Preferred Qualifications
Experience working in the traffic industry or transportation engineering industry
Professional certifications such as APMP, PMP, or equivalent proposal management credentials.
Familiarity with advanced proposal tools (e.g., Ovidian, RFPIO, Microsoft Dynamics).
Ability to analyze competitive landscapes, pricing models, and differentiation strategies.
