Duties Description Human Resources Specialist 1 performs and supervises the performance of various human resources activities such as staffing services, which includes recruitment, examination, and placement of essential staff who provide care and ensure the health and safety of the people we serve.

Responsibilities

Identify staffing needs and convene with relevant parties to ensure timely filling of vacancies.

Participate in the interview process and implement decentralized examinations.

Create job postings, process personnel transactions, and maintain relationships with recruitment sources.

Conduct job audits, prepare agency classification requests, and orient newly hired employees.

Monitor and assist employees with conditions of employment (policy & procedures, time & attendance, benefits, licenses, probations, performance evaluations, seniority determinations, etc.).

Manage leave, worker’s compensation, Family and Medical Leave Act, labor relations, and disciplinary processes (including serving notices of discipline and conducting investigations).

Up to 100%. Travel within the 17-county catchment area of OPWDD – Region 1 required.

Minimum Qualifications

Human Resources Specialist Trainee 1, NS (equivalent to SG‑14): Four years of experience performing and supervising HR activities (staffing, classification, compensation, and employee services).

Human Resources Specialist Trainee 2, NS (equivalent to SG‑16): Five years of experience performing and supervising HR activities.

Human Resources Specialist 1, SG‑18: Six years of experience performing and supervising HR activities.

Substitution : Associate degree may substitute for two years of experience; bachelor’s degree, four years; master’s degree, five; doctorate, six.

Transfer : Candidates must have one year of permanent competitive or 55‑b/c status in the posted title and be eligible for lateral transfer, or be eligible to transfer via relevant sections of Civil Service Law. Transfers cannot be a second consecutive transfer resulting in a salary grade increase of more than two.

Title is part of NY HELPS program and may be filled via non‑competitive appointment. Employees hired under NY HELPS will have permanent competitive status within one year after appointment.

Salary and Compensation

Human Resources Specialist Trainee 1: $56,655*

Human Resources Specialist Trainee 2: $63,180*

Human Resources Specialist 1: $67,119* – $83,286*

If you are a current New York State employee with a qualifying title and eligible for a Section 70.1 transfer, appointment as permanent competitive employee is possible.

Preference given to OPWDD employees impacted by closures.

All employees must maintain eligibility for Medicare and Medicaid participation.

Long‑term leave employees can bid on positions but must report within fourteen (14) days.

Paid Holidays and Leave

Thirteen (13) paid holidays each year.

Thirteen (13) days of paid vacation leave initially.

Five (5) days paid personal leave each year.

Eight (8) days of paid sick leave each year, may carry over; plus enrollment in Income Protection Program.

Up to three (3) days professional leave each year.

Paid Parental Leave Eligible employees may take up to 12 weeks of paid leave at full pay for each qualifying event (birth, adoption or foster placement of a child).
