
HR Director of Position Management (HR ADMINISTRATOR IV)

Introduction
The Maryland Department of Public Safety and Correctional Services is seeking a seasoned HR leader to serve as Director of Position Management (Classification & Compensation). This role offers competitive salary, generous leave, pensions, and opportunities for advancement and professional growth.
Position GRADE: 21, LOCATION: Baltimore City, 6776 Reisterstown Road, Baltimore, MD 21215.
Position Duties This role is responsible for enterprise oversight of classification, position management, salary alignment, and organizational structure review across DPSCS. The Director ensures compliance with DBM regulations, position control standards, and statewide personnel policies. The Director reports to the CHRO and works closely with executive leadership, fiscal teams, and DBM partners to ensure responsible workforce structure management.
Key Responsibilities
Lead and oversee classification and compensation review processes.
Ensure compliance with COMAR and DBM classification standards.
Review and evaluate position reclassifications, salary determinations, and organizational changes.
Provide advisory support to executive leadership on workforce structure and position control.
Monitor position management data, vacancy rates, and alignment with authorized staffing levels.
Coordinate with fiscal and budget teams to ensure responsible workforce planning.
Identify classification risks and escalate systemic concerns appropriately.
Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university.
Experience: Eight (8) years of progressively responsible professional HR experience, including at least four (4) years in classification, compensation, fiscal impact assessment, or position management within a regulated public‑sector environment, and at least two (2) years of supervisory responsibilities.
Desired or Preferred Qualifications
Experience evaluating organizational structures, ensuring alignment with budget authorization, and advising leadership on workforce cost implications and position management risks.
Experience working directly with DBM or equivalent statewide personnel authority is preferred.
