Position Summary
Timberline Construction Group, LLC (TCG) is seeking a highly organized and strategic Proposal Manager to support company growth across multiple divisions, including Manufactured Housing, Disaster Services, and Civil Construction.
This role supports Timberline's growth by managing the full lifecycle of proposal development for public and private sector opportunities, including federal, state, local, tribal, and commercial procurements.
The Proposal Manager will work closely with executive leadership, operations, estimating, project management, and technical staff to prepare high-quality, compliant proposals that clearly communicate Timberline's capabilities in housing reconstruction, disaster recovery, civil infrastructure, and construction services.
This role is not responsible for business development or client relationship management, but plays a key role in evaluating opportunities, coordinating pursuit strategies, and managing proposal preparation once opportunities are identified.
The ideal candidate is both a strong writer and an organized project manager who can translate complex construction and disaster recovery operations into clear, compelling proposals.
Key Responsibilities Proposal Development & Management Lead the preparation and submission of proposals including:
RFPs (Requests for Proposals)
RFQs (Requests for Qualifications)
RFIs (Requests for Information)
Bid packages and capability submissions
Responsibilities include:
Managing the full proposal lifecycle from kickoff through submission
Developing proposal outlines, compliance matrices, and schedules
Coordinating internal subject matter experts and technical contributors
Writing and editing proposal sections including executive summaries, technical approaches, management plans, and past performance narratives
Ensuring proposals meet all formatting, compliance, and submission requirements
Managing final production and submission of proposals
Pursuit Coordination & Opportunity Support Support Timberline leadership in evaluating and organizing potential pursuits.
Responsibilities include:
Monitoring procurement portals and bid platforms for relevant opportunities
Maintaining a centralized pipeline of upcoming pursuits and proposal deadlines
Preparing summary briefs for leadership to support
go/no-go decisions
Supporting pursuit strategy discussions including potential partners, differentiators, and proposal positioning
Coordinating proposal kickoff meetings and pursuit schedules
Technical Writing & Content Development Translate operational and technical information into clear, persuasive proposal narratives.
Responsibilities include:
Writing technical approaches for construction, housing, and disaster recovery projects
Developing past performance narratives and project descriptions
Preparing staffing and management plans
Editing and refining contributions from internal technical staff
Ensuring consistency of messaging across proposal sections
Proposal Library & Knowledge Management Maintain and organize a centralized proposal resource library.
This includes:
Past performance project sheets
Key personnel resumes
Standard proposal narratives
Corporate capability statements
Organizational charts and graphics
Compliance templates
Maintaining this library helps streamline future proposals and improve efficiency.
Cross Department Collaboration Work closely with internal teams including:
Executive Leadership
Operations Managers
Project Managers
Estimating Teams
Safety Department
Accounting and Administrative Staff
Gather project information, resumes, project metrics, and technical data required for proposals.
Quality Control & Compliance Ensure all proposals meet applicable procurement requirements.
Responsibilities include:
Reviewing RFP/RFQ requirements and developing compliance checklists
Conducting quality reviews before submission
Ensuring proposals align with regulatory requirements when applicable, including federal, state, and disaster recovery program requirements
Qualifications Education Bachelor's degree in communications, English, Marketing, Business, Construction Management, or a related field preferred.
Experience
4 -7 years of proposal writing or proposal management experience.
Experience supporting proposals related to construction, housing programs, disaster recovery, infrastructure projects, or government contracting preferred.
Familiarity with public sector procurement processes (RFP/RFQ) strongly preferred.
Skills
Exceptional technical writing and editing skills.
Strong project management and deadline management abilities.
Ability to synthesize complex operational and technical information into clear, compelling proposal narratives.

The role collaborates with leaders and project teams across all company divisions.
Occasional travel may be required for proposal coordination, industry events, or client engagement.
