
Associate Procurement Director

Primary Purpose of Position
The primary purpose of this position is to assist the Procurement Director in the administration and management of the University’s procurement operations to ensure compliance with North Carolina procurement laws, State Procurement Manual requirements, and University policies and procedures. This position provides operational oversight of complex and high-value procurement activities, including competitive solicitations, contract negotiations, and waivers of competition, while exercising delegated procurement authority to review and approve procurement actions, supporting documentation, and contractual agreements. The position provides direct supervision, training, and professional development to procurement staff to ensure effective service delivery, regulatory compliance, and continuous professional growth. This role serves as a key liaison between the University and State Purchase and Contract, campus departments, vendors, and external partners to support strategic procurement initiatives and resolve complex procurement matters. Additionally, this position monitors procurement performance metrics, identifies trends, and recommends process improvements and strategic sourcing opportunities to enhance operational efficiency and cost effectiveness. The position supports procurement policy development, audit preparation, compliance monitoring, and campus outreach efforts by leading or assisting with procurement training and education initiatives. The position also performs the duties of the Procurement Director in their absence or as assigned.
Required Knowledge, Skills, and Abilities Demonstrated experience working with North Carolina State Purchasing and Contracts Guidelines and the University of North Carolina Purchasing Guidelines is preferred.
Minimum Education/Experience Bachelor’s degree; or Associate’s degree and two years of related experience; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Licenses or Certification required by Statute or Regulation N/A
Additional Qualifications Candidates should possess experience working within a higher education environment and have successfully completed North Carolina State Contract Management Training or have the ability to obtain this training within a specified timeframe.
