The Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially. OCP manages the acquisition of over $10 billion in goods, services, and construction annually on behalf of 80 District agencies. In addition to contracting and procurement services, OCP’s Surplus Property Division collects, manages, and reuses District‑owned and federal surplus property.

Functions

Health & Human Services (HHS)

– empowers every District resident to reach their full potential by providing meaningful connections to work opportunities, economic assistance, and varying supportive services for the health & welfare of District residents.

Office of Chief Technology Officer (OCTO)

– develops, implements, and maintains the District’s IT and telecommunications infrastructure; develops and implements major citywide applications; establishes and oversees IT enterprise architecture and website standards; and advises District agencies on technology solutions to improve services to businesses, residents, and visitors.

Government Operations

– supports a wide range of commodities and services throughout the District and interfaces with key stakeholders including the Office of the Mayor, City Administrator, and the Wilson Building.

Public Safety

– provides collaborative support to Metropolitan Police (MPD), Fire & Emergency Medical Service (FEMS), Homeland Security & Emergency Management Agency, and Office of Unified Communications (OUC) for supplies, equipment, and other service needs.

Department of Transportation & Infrastructure (DDOT)

– commits to environmentally sustainable transportation solutions and promotes environmental excellence while ensuring that people, goods, and information move efficiently and safely with minimal adverse impacts.

Education

– collaborates with the Office of the State Superintendent (OSSE) and the Department of Employment Services (DOES) to procure supplies, transportation, equipment, and other service needs.

Department of Public Works (DPW)

– delivers environmentally healthy municipal services that are both ecologically sound and cost effective.

Duties and Responsibilities The incumbent is fully proficient in contracting and procurement. The incumbent develops bid solicitations such as the statement of work (SOW), terms and conditions, and other requirements for basic procurements; develops pre‑negotiation positions, determines the types of contracts and negotiation authority to be used, and prepares required justification. Reviews purchase orders and contracts for completeness, accuracy, and compliance with District and agency policies and procedures. Determines the most appropriate method of procurement, determines if requested items can be obtained via an existing contract, and conducts pre‑bid meetings and distribution of bid invitations.

Qualifications and Education

A 4‑year course of study leading to a bachelor’s degree with a major in any field; OR at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

One (1) year of specialized experience equivalent to the CS‑11 grade level. Specialized experience is experience that is directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position (e.g., acquisition regulations, contracting methods, and cost/price analysis techniques).

Working Conditions The work is sedentary, but some walking is required. The work environment includes an office setting, and the area is adequately lit, heated, and ventilated.

Tour of Duty: Monday – Friday; 8:30 am to 5:00 pm (negotiable)

Promotion Potential: CS‑1102‑13.

Collective Bargaining Unit: This position is covered by a Collective Bargaining Agreement.

Duration of Appointment: Career Service, Full‑Time.

Pay Plan, Series, and Grade: CS‑1102‑12.

Position Designation This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents are subject to enhanced suitability screening and must successfully pass a criminal background and consumer credit check as a condition of employment, and will be subject to periodic checks for the duration of their tenure.
