General Description:

Plan, implement, and manage programs that support the needs of the community including Indigent Cremation/Burial, Prescription Assistance and Health Care Responsibility Act (HCRA).

Essential Job Functions:

The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.

Program management and implementation including receiving, logging, and reviewing client applications for State and County welfare programs

Determines program eligibility using income and asset guidelines

Composes reports and follows up to ensure timely actions

Program evaluation

Receives, codes and computes client invoices

Community engagement. Represents the organization to external partners and community members

Acts as a liaison for citizen committee(s)

Performs outreach and referral activities

Maintains program ledgers and prepares monthly reports as required

Coordinates with other individuals and organizations to exchange information and provide referrals and assistance

Develop annual program budget

Monitors monthly program expenditures in adherence to annual budget guidelines and requirements

Maintains a professional and safe unit and work area adhering to established safety policies and the image desired for the organization

Follows consistently the Board policies and procedures

Responds productively to change and performs all other related tasks as directed

Knowledge, Skills, and Abilities:

Knowledge of computer operations pertaining to program management including word processing and spreadsheets

Ability to prepare complex reports and documents

Ability to make decisions in accordance with departmental rules, regulations and policy

Ability to maintain effective working relationships with co-workers, managers, supervisors, directors, elected officials, vendors, and the general public

Effective interpersonal communication skills

Understanding of program management

Knowledge of community resources and how to access resources

Physical Skills:

Must be able to remain in a stationary position for 50% of the time. Must be able to frequently position self to reach files and other office items located on low shelves. Must be able to inspect and assess daily email and postal mail correspondence. Frequently communicates with the clients, community stakeholders, general public, and co-workers. Must be able to communicate effectively and change accurate information. Frequently operates various types of office equipment to include, but not limited to a computer, adding machine and copy machine. Occasionally ascends/descends stairs. Rarely moves materials and office equipment weighing up to 25 lbs. Constantly works in an indoor environment. Rarely works in inclement outdoor weather conditions. Rarely operates motor vehicle for up to (4) hours continuously or intermittently.

Education & Experience:

Bachelor’s degree preferred. High school diploma and four (4) years of human or social services program management may be substituted for bachelor’s degree.

Licenses, Certifications, or Registrations:

Must possess and maintain a valid Florida driver license.

Other job-related requirements:

Disaster Essential.
