Federal Proposal Manager

This role is on behalf of a highly respected contractor delivering prestigious, high-visibility construction projects for federal clients. Off the back of a strong track record and a significant pipeline of newly awarded work, the business continues to build momentum across its federal portfolio. With ambitious plans to double in size over the next three years, they offer an excellent opportunity for a Federal Proposal Manager to play a key role in shaping and supporting the company’s next phase of growth.

Responsibilities

Managed the full lifecycle of federal construction proposals, from opportunity identification and capture planning through submission and post-award transition.

Administered Request for Proposal (RFP) processes, including compliance reviews, proposal schedules, amendments tracking, and final submission coordination.

Led proposal development for federal contract vehicles such as MACC, MATOC, SATOC, IDIQ, and stand-alone construction contracts.

Interpreted and ensured compliance with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) along with agency-specific procurement guidelines.

Partnered with senior leadership to support business development strategy, tracking federal opportunities and shaping win strategies for competitive bids.

Supported post-award turnover and transition, coordinating handoff of proposal commitments and documentation to project delivery teams.

Experience Requirements

Minimum 5-10 years of experience in federal contracting, preferably within general contracting.

Strong understanding of federal procurement processes and compliance with FAR/DFARS.

Proficiency in Microsoft Word, Excel, and PowerPoint.

Experience using Salesforce, Procore, Adobe Acrobat, and Adobe InDesign.

Excellent written and verbal communication skills, with strong attention to detail and organization.

Proven ability to manage multiple deadlines and coordinate input from cross-function teams.
