Management Salary Schedule ) Range 42: $10,868 to $13,813 monthly or $11,119 to $14,064 monthly with earned Doctorate. New appointees will receive year-for-year credit for prior management experience to a maximum of Step C.

Scope of Assignment
Definition The Director of IT Infrastructure & Operations provides strategic and organizational leadership over the district’s technology infrastructure, including network, server, storage, unified communications, cloud platforms, and data center services. This position may lead managers, supervisors, and technical professionals, ensuring the delivery of reliable, scalable, and secure infrastructure services and alignment with district priorities.
Supervision Received and Exercised Receives general direction from the Chief Technology Officer and the Vice Chancellor of Information Technology & Institutional Research. Provides leadership and direction to managers, supervisors, and technical professionals responsible for all infrastructure domains.
Minimum Qualifications
Education and Experience
- Education : A bachelor’s degree from an accredited college or university in information technology, computer science, or a related field.
- Experience : Five years of progressive management experience supervising infrastructure teams in network, server, storage, unified communications, or data center environments.
Knowledge of
- Principles, theories, methods, practices, and trends used in the assigned area of expertise.
- Installation, maintenance, and support of system hardware and management software applicable to the assigned area of expertise.
- Staff selection, evaluation, and training techniques and documentation.
- Principles and techniques of computer programming, online systems, and database management systems; data server management and communications/network systems and equipment.
- System software management: characteristics and capabilities of modern computer operating systems, hardware, and software.
- Technical report writing.
- Software, hardware, network, and quality assurance standards.
- Virtual systems and supporting peripheral equipment; understanding of networked/distributed computing environments.

Infrastructure Strategy & Architecture Governance
- Develop and maintain the district’s multi‑year infrastructure strategy to ensure alignment with institutional goals and technology modernization priorities.
- Establish and govern enterprise reference architectures covering network, server, storage, unified communications, wireless, and data center systems.
- Prioritize infrastructure initiatives based on risk, operational impact, lifecycle, and resource availability.
- Develop and maintain cloud infrastructure strategies—covering public, private, and hybrid cloud platforms—to ensure scalability, cost-effectiveness, and alignment with district modernization goals.
- Establish and govern cloud architecture standards, including identity, security, integration patterns, and workload placement decisions (on‑premises vs. cloud).
Operational Leadership
- Lead teams in establishing clear operational priorities, aligning activities with strategic initiatives, and ensuring adherence to architectural standards, lifecycle requirements, and service‑level expectations.
- Promote cohesive cross‑team coordination by ensuring that infrastructure functions operate with shared visibility, integrated workflows, and proactive communication.
- Review operational performance metrics, incident trends, outage reports, and service delivery outcomes with leadership teams.
- Develop and mentor staff through coaching, performance management, succession planning, and professional development.
- Serve as an escalation point for complex operational and organizational challenges.

Enterprise Service Reliability & Performance Management
- Establish and monitor service‑level expectations to ensure infrastructure uptime, performance, and response targets are consistently met.
- Guide the development of dashboards, KPIs, and reporting mechanisms to evaluate service health and performance.
- Drive continuous improvement initiatives using data, stakeholder feedback, and post‑incident reviews.
- Establish performance metrics and health dashboards for cloud services to ensure cloud resource utilization, uptime, and service performance align with district requirements.
- Oversee monitoring and observability for hybrid/on‑premises/cloud systems to ensure end‑to‑end service visibility.
Vendor, Contract, and Lifecycle Governance
- Oversee procurement, RFP/RFI processes, contract negotiations, and vendor relationships for infrastructure systems and services.
- Ensure compliance with hardware/software lifecycle management, support contracts, warranties, and licensing obligations.
- Evaluate vendor performance and manage escalations for critical service providers.
- Manage cloud service provider (CSP) contracts, subscription models, licensing, and consumption‑based cost governance.
Resilience, Business Continuity & Disaster Recovery Leadership
- Participate in district‑wide planning and readiness for infrastructure resilience and disaster recovery capabilities.
- Assist in the development, documentation, and periodic testing of DR plans, ensuring alignment with RTO/RPO requirements.
- Ensure data center operations support business continuity requirements and maintain adequate redundancy and failover capabilities.
- Integrate cloud‑based redundancy, backup, and disaster recovery solutions into district continuity planning.
- Validate that cloud RTO/RPO capabilities align with district standards and complement on‑premises redundancy strategies.
Collaboration, Executive Communication & Governance
- Collaborate with application, security, instructional technology, client support, and service desk teams to ensure coordinated planning and project execution.
- Work closely with the Chief Information Security Officer to ensure secure architecture and compliance with district expectations and applicable regulations.
- Provide concise and informative reports, presentations, and recommendations to district executives, governance bodies, and campus leadership.
- Partner with application and security teams to guide cloud adoption initiatives, ensuring compliance with security frameworks, identity standards, and data governance requirements.
Licenses and Certificates
- Possession of a valid California Motor Vehicle Operator’s License.
Physical and Mental Standards
- Mobility: ability to sit for long periods, move about an office, stand occasionally, reach above and below desk level.
- Dexterity: fine manipulation sufficient to operate a keyboard, handle individual papers, write and take notes.
- Lifting: occasional lifting of papers, files, equipment, and material weighing up to 25 pounds.
