General Description

The Senior Contract Analyst is responsible for the management of an effective contract process workflow. In compliance with the Contract Policy, the analyst reviews and evaluates clauses, stipulations, obligations, and liabilities of contracts to determine suitability for the organization. The analyst analyzes business contracts to ensure regulatory compliance with CMS, OIG, state and local regulations related to county governance of hospitals. The analyst seeks contract terms that favor the organization, pursuing cost containment and cost‑cutting opportunities, including negotiating pricing and terms. The analyst informs management of terms and expectations and collaborates with the organization’s legal counsel to draft physician and advanced practice provider contracts, prioritizing cost efficiency of counsel’s time. This position oversees the Contract Analyst, ensuring document upload into contract library software and other contract processes, and acts as a resource for related departments, facilitating end‑to‑end contract processing. The analyst also oversees preparation and revision of various contract documents, trains GRMC caregivers on regulatory and compliance matters, assists in maintaining licenses and certifications within a contract library, and serves as an intake resource for compliance concerns, preparing reports for the chain of command. Essential Functions

Oversees and facilitates the contract management and approval process from pre‑contract through post‑signature phases, ensuring GRMC Contract Policy is followed. Responsible for maintaining and updating the GRMC Contract Policy, to ensure the contract process meets requirements for a New Mexico county‑owned healthcare system, while serving the needs of the organization and maximizing use of resources in the most cost‑efficient manner. Responsible for analyzing and editing contracts and contract documents to ensure regulatory compliance in contract language and provisions with particular attention to county‑owned governance. Monitors status and facilitates progression and completion of contracts in review process, to include tracking and communicating document status. Actively provides or facilitates accurate record keeping and change management of business and provider contracts (physicians, nurse practitioners, physician assistant, etc.) Oversees accurate and timely data entry of contract specifications and terms into database Oversees the overall maintenance and updating of documents in the GRMC contract database. Oversees the development and maintenance of processes that support critical contract events (e.g., renewals, termination and due dates) to include related document preparation and routing Oversees the retrieval of the organization’s various licenses and certifications for storage in the library repository to centralize their location and set up a timely reminder system for renewals. Oversees maintenance of electronic folders of contracts and templates with up‑to‑date version control Oversees and assists in developing and maintaining periodic, e.g., weekly, monthly & quarterly reports on the status of business and provider contracts Oversees and assists in identifying and obtaining the resources necessary for implementing contract process, education and communication within the context of GRMC’s organizational constraints. Has or attains an accurate working knowledge of the relevant state and federal laws, rules, and regulations, including but not limited to HIPAA, EMTALA, The Anti‑Kick Back Statute, Stark, Deficit Reduction Act, New Mexico Review Organization Immunity Act, New Mexico Procurement Code, Department of Health and Human Services Requirements, including OIG requirements, and others as needed. Responsible for establishing and maintaining productive and efficient working relationships with the GRMC Departments of Quality / Regulatory, Data Management, Health Information Management (HIM), Risk Management, Finance, Medical Staff Services, Human Resources and Information Systems. Directly interfaces with Accounts Payable and Materials Management Departments and Project Steering Committee. Works cooperatively with and assists these areas as directed by the Chief Executive Officer to address CMS, HIPAA, OIG, and other regulatory or legal matters that overlap between those departments as it relates to contracts, and the Contract department. Monitors GRMC’s Compliance Hotlines, as an intake resource for compliance concerns, preparing reports and documentation as needed for submission to others, pursuant to chain of command. At all times, maintains the strictest of confidentiality regarding all Compliance, Legal, Risk Management and Human Resource matters and shall disclose confidential information only at the direction of the Chief Executive Officer, Chief Compliance Officer, and in accordance with the relevant law. Performs other duties as appropriate and necessary for the efficient, effective operation of the Contract Department and/or as requested by the Chief Executive Officer. Requirements

Education & Training Requirements

Registered Nurse or other clinical professional strongly preferred. B.A. or B.S. degree from a four year college or university or Associate’s Degree with an equivalent combination of four years education and experience preferred. Three or more years of related contract experience and/or training preferred. Four or more years of software solution / work flow process experience and/or training preferred. Preference will be given to candidate with compliance, contract, legal, risk management, or regulatory background, training and/or experience. Work Experience Requirements

Analysis and management of contracts required. Prior office experience with public contact, in customer service, or a closely related position (legal or healthcare environment experience preferred). Prior experience reviewing documents for content and disposition. Must have excellent Microsoft Word & Microsoft Outlook skills. Must have experience with Office 365, Microsoft Excel and Microsoft Power Point and the ability to create and manipulate documents in these environments. Must have demonstrated ability for critical thinking and analysis. Experience in importing / exporting files and merging data. Knowledge of hospital operations strongly preferred.
